The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
The Village Board of the Village of Clyde shall by resolution of the Village Board regulate the parking, standing and stopping upon streets within the Village of Clyde.

Parking, standing and stopping restrictions as enumerated shall apply on the following streets. Wherever no restrictions are enumerated after the street, no special restrictions apply:

Parking, standing and stopping restrictions shall apply in the Village parking lot as follows:
A. 
No parking for more than 24 hours.
B. 
No standing on the north side for a distance of 22 feet westerly from the Glasgow Street entrance.
C. 
No standing directly east of the power line poles.

No parking on any streets within the Village of Clyde from 12:00 midnight through 6:00 a.m. from November 1 through April 15.

A. 
No motor vehicle of any type whatsoever, except for a duly authorized emergency vehicle engaged in an emergency operation, as those terms are defined by the New York State Vehicle and Traffic Law, or any other physical object or material shall be parked, placed or permitted to remain for any length of time whatsoever within an area that has been designated as a fire lane. Fire lanes may be designated by the Planning Board during the land use approval process in accordance with law, or by the Code Enforcement Officer in accordance with the New York State Uniform Fire Prevention and Building Code, or by local law, or by resolution of the Village Board of Trustees. Exception: authorized maintenance activities.
B. 
The term "fire lane" shall mean a road or passageway designated and identified to provide access for emergency apparatus where parking is prohibited.
C. 
Fire lanes shall be marked as required by state or local laws, codes, rules or regulations. Said signs and markings shall be installed and maintained at the expense of the owner of the property, who shall be responsible to have the signs and/or pavement markings installed forthwith and maintained as necessary. Should the owner fail to install or maintain the required signs or markings, they may be installed and/or maintained by the Village and the cost of the work billed to the owner, who shall promptly pay to the Village Treasurer the actual cost thereof as certified, in writing, to said Village Treasurer by the Code Enforcement Officer or Public Works Superintendent.
D. 
Hydrants and standpipes.
(1) 
Notwithstanding and not in limitation of any other provisions thereof, no automobile, truck or other motor vehicle and no physical object or material of any nature shall be parked, placed or permitted to remain for any length of time whatever within 15 feet in any direction from any fire hydrant located on public or private property.
(2) 
A minimum clearance of three feet in any direction from fire standpipe and sprinkler system connections shall be maintained at all times to allow the Fire Department serving the affected area of the Village of Clyde adequate access to same.
E. 
Enforcement.
(1) 
The parking, placing, stopping or standing of any motor vehicle or any other object or material within any area designated as a fire lane shall be a violation of this chapter. It shall be the duty of the Police Department of the Village of Clyde and the Village's duly appointed fire inspectors, building inspectors and code enforcement officers to inspect and enforce fire lanes and to see that the lanes are maintained free from obstruction. In addition to the penalties set forth by law, the Police Department, Code Enforcement Officer, or Public Works Superintendent shall have the authority to have any motor vehicle, object or material in violation of this chapter towed or otherwise removed at the owner's expense.
(2) 
The Code Enforcement Officer and any law enforcement officer with jurisdiction within the Village of Clyde shall have the authority to issue parking tickets for fire lane violations.
F. 
The following public streets, alleys and rights-of-way are hereby designated as fire lanes and are fully set forth in the maps on file in the Village Clerk's office:
(1) 
The thirty-three-foot-wide alley between Frederick Street and Washington Street, now or formerly known as "Wood Lane."
(2) 
The sixteen-and-one-half-foot-wide alley between Glasgow Street and Sodus Street, now or formerly known as "Rivers Alley."
(3) 
The twelve-foot-wide alley between Sodus Street and West Dezeng Street, now or formerly known as "Kling Alley."
(4) 
The twenty-foot-wide alley between Reese Street and Elm Street, now or formerly known as "Hunters Lane" or "Mann Alley."
(5) 
The twenty-foot-wide alley between West Dezeng Street and Caroline Street, now or formerly known as "Traveler's Lane" or "Church Alley."
(6) 
That portion of William Street between Elm Street and Lock Street, except for the designated parking area.
(7) 
The two driveways located at the Clyde Post Office, allowing access to the rear of the Post Office and the Municipal Building at 6 South Park Street.
(8) 
The alley along the east side of the Municipal Building at 6 South Park Street.
(9) 
The drive between 29 Glasgow Street and 31 Glasgow Street, allowing access to the Fire Department grounds at 15 Ford Street.
(10) 
Nickels Drive and North Tank Road, providing access to a portion of the Clyde Industrial Park, the north water tower, and cell tower.
(11) 
The trails, pathways, and access drives at Lauraville Landing Park and the Lauraville Loop Trail and Campsites, except designated parking areas and the boat launch ramp during actual launching and retrieving of boats.
