As used in this chapter, the following terms shall have the meanings indicated:
SKATEBOARD
All such human-powered devices for locomotion to include, but not be limited to, skateboards, roller skates, roller blades, scooters or bicycles.
SKATEBOARD RAMPS
All outdoor structures designed and primarily intended to permit personal skateboards, as defined herein, to move continuously from one side to the other. Commonly known as "ramps" or "pipes."
It shall be unlawful to construct, erect, place or maintain a skateboard ramp on any property within the Township of Stafford in the front yard of the property or within the setback for accessory structures for the particular zone for side and/or back yards.
It shall be unlawful to construct, erect, place or maintain a skateboard ramp on any property within the Township in a residential district where said ramp exceeds three feet in height off the horizontal plane at the highest point of ground where the structure is immediately located.
A zoning permit shall be obtained from the Zoning Officer prior to the construction of a skateboard ramp.
In any residential district, it shall be unlawful to charge or receive any consideration for the use of a skateboard ramp or to use or operate a skateboard ramp in a commercial manner.
In any residential area, it shall be unlawful to use any skateboard ramp between the hours of 8:00 p.m. and 8:00 a.m. of any day.
Every property owner of a ramp or pipe shall maintain or secure the ramp or pipe in such a manner to effectively prevent any unauthorized use of the ramp or pipe.
In order to protect the safety, health and welfare of the residents of Stafford Township, this provision shall apply to any skateboard ramp constructed or erected, placed or maintained, including those in existence as of the effective date of this chapter. In the case of an existing skateboard ramp, the owner of the property upon which the ramp is located shall have a period of 30 days from the effective date of this chapter to either remove the ramp or to bring it into compliance with the provisions of this chapter.
