A. 
The minimum semiannual fees shall be as provided in the Village Fee Schedule. The semiannual fees shall be due on April 1 and October 1 of each year and payable during those months without penalty.

B. 
Late penalty. Any user who shall not timely pay the water fee shall be liable for additional penalties as follows:
(1) 
A ten-percent penalty added to the semiannual fee is payable on the first day of the first month said water fee remains unpaid.
(2) 
In the event that water fees are not paid by March 15, the amounts remaining unpaid shall be subject to relevy and said unpaid amounts added to the general Village tax due and owing. The Village Treasurer shall enforce the collection of any and all fees, including an additional five-percent penalty.

(3) 
Water service will be discontinued to nonresident users after 60 days if all fees are not paid. Such service will not be reestablished until the charges are fully paid. If service is terminated for nonpayment of water rent, a nonrefundable charge as provided in the Village Fee Schedule will be paid to reestablish service.

A. 
Water use for the period from May 15 through September 15 shall be restricted as follows:
(1) 
An even-numbered home or business shall be allowed unlimited outside water use on even-numbered calendar dates from 7:00 a.m. to 9:00 a.m. and from 7:00 p.m. to 9:00 p.m.
(2) 
An odd-numbered home or business shall be allowed unlimited outside water use on odd-numbered calendar dates from 7:00 a.m. to 9:00 a.m. and from 7:00 p.m. to 9:00 p.m.

(3) 
An unnumbered home or business shall be allowed unlimited outside water use on even-numbered calendar dates from 7:00 a.m. to 9:00 a.m. and from 7:00 p.m. to 9:00 p.m.
(4) 
Unnumbered homes or businesses, if there shall be any, shall be considered as having an even number.
(5) 
Irrigation by hand, that is the use of a garden hose held in one's hands, remains unrestricted for the hours from 7:00 a.m. until 9:00 a.m. and from 7:00 p.m. until 9:00 p.m. on all days.
B. 
Penalties for water restrictions. Any person within the Village of Altamont who violates the water use restrictions shall be fined not less than $25 for the first offense. A second and/or subsequent violation during the same period shall result in a fine of not less than $100. A person outside the Village limits who receives the benefit of Village of Altamont water who violates the water use restrictions shall be fined not less than $25 for the first offense. A second and/or subsequent violation during the same yearly period shall result in the termination of his or her rights to use Village water.
C. 
Enforcement. The Village of Altamont Superintendent of Public Works and Village police officers shall be designated as the enforcement officers of the restrictions as noted above.
D. 
Emergency. The Village Board reserves the right, in the event of an emergency, drought or other situation deemed to affect the health and welfare of the residents of Altamont, to impose more severe restrictions relative to the use and consumption of water as it deems appropriate.
A. 
Fees as provided in the Village Fee Schedule will be charged by the Village of Altamont for tap-ins on water and sewer mains.[1]

B. 
All street repairs and cost of street permits will be paid by the builder or owner. Village employees will tap main, provide the curb cock and curb box and provide the corporation cock. The builder or owner will provide all other materials, including excavation and backfill. All work shall be supervised by the Superintendent of Public Works.
C. 
Village employees will tap main and seal. All material, excavating, etc., shall be furnished by the builder or owner. All work shall be supervised by Superintendent of Public Works.
D. 
Twenty-four hours' notice is to be given to the Village Superintendent of Public Works. The charge for tap-ins on water and sewer mains will be made for any new tap on a new house or replacement on an existing house.
E. 
The Village Board reserves the right to restrict tap-ins on water and sewer mains during the freezing weather. Approval for this work must be obtained from the Village Board during the period from December 1 to April 1.
A. 
During or prior to construction of any real property inside or outside the Village which requires the installation of a new service connection to the Village water system, or to mains served by the Village water system, the person or legal entity so requesting and/or installing such new service connection may connect to the Village water system only after making application to the Village and paying a capital charge as hereinafter prescribed. Funds received from the new connection shall be placed in an account designated for the purposes of paying the cost of capital improvement of the water system and for no other purpose.
B. 
For a new service connection to the water system, a fee per unit as provided in the Village Fee Schedule[2] for all new water service connections inside and outside of the Village limits shall be paid. "Unit" as described in § 348-3 for purposes of capital charge only is defined as follows:
(1) 
Single-family home: one unit.
(2) 
Multifamily dwelling with one or two bedrooms per dwelling: 1/3 unit per dwelling.
(3) 
Multifamily dwelling with three or more bedrooms per dwelling: one unit per dwelling.
(4) 
Subsidized housing: 1/8 unit per dwelling. "Subsidized" shall be as defined by the Department of Housing and Urban Development.
(5) 
Commercial/institutional: one unit per 200 gallons per day of water usage. Water usage shall be based on usage estimates approved by the Village and shall be rounded up to the next whole unit.
(6) 
Multifamily dwellings, subsidized housing and commercial/institutional connections shall be assessed at a minimum one unit per building.

The Village reserves the right to disconnect water or sewer service in case of demolition. No private contractor shall disconnect any said service without the supervision and approval of the Superintendent of Public Works. A supervision fee as provided in the Village Fee Schedule will be charged.[2] The charge for discontinuing water and sewer service to any residence of the Village by the Department of Public Works shall be as provided in the Village Fee Schedule. A permit must be obtained from the Village office at least 48 hours in advance.

A. 
A water meter of suitable size shall be installed in the water service to each premises using water on the street side of any and all outlets. "Premises" shall be defined as a structure under one roof owned by the customer in which one or more dwellings or businesses or combinations thereof are used by the owner or rented to tenants.
B. 
The Village will furnish, install and maintain the meter and meter couplings. The customer shall furnish all other piping, valves, etc., to locate the meter, before any points of use, in an accessible location, a minimum of 30 inches above the floor.
C. 
The Village will maintain the meter as far as ordinary wear and tear is concerned. In case of damage by freezing, hot water backup, external damage, or tampering with the meter, the customer will be responsible for the cost of all repairs or cost of replacing the meter.
D. 
Meters shall be accessible for inspection and reading by the Village's authorized representative at any reasonable hour.
E. 
The Village reserves the right to remove any meter for testing and to replace it with another meter.
F. 
The reading of a duly installed meter, showing the amount of water consumed, shall be used for all metered billing purposes except where it appears that the meter has ceased to register or has registered inaccurately.
G. 
In cases where it is found that the meter has ceased to register or has registered inaccurately and it cannot be determined by reasonable tests what the percentage of accuracy is, an estimated bill for the billing period may be rendered the customer. The estimated bill shall be based upon the amount of water consumed in the corresponding period in previous years, except in cases where there has been a change in occupancy, in which case an equitable adjustment shall be made.
A. 
The customer shall notify the Village in writing of any change in ownership. The Village is not a party to any adjustments to be made between owners upon the change of ownership. In the event that an increase or reduction of the number of units for any given premises occurs during a billing period, there shall be no refund or extra charge during that billing period. However, the increase or reduction shall be reflected in the next water bill.[1]

B. 
The minimum charge as herein specified will apply regardless of whether the apartment unit, home or business is occupied.
The Village undertakes to use reasonable care and diligence to provide a constant supply of water at reasonable pressure but reserves the right at any time after due notice (unless an emergency occurs) to shut off the water in its mains for the purpose of repairs and extension.

Water service may be discontinued for any one of the following reasons:
A. 
The use of water other than represented at the time of application or through branch connections on the street side of the meter or place reserved therefor.
B. 
Willful waste or use of water through improper and imperfect pipes or any other means.
C. 
Molesting any service pipe, seal, meter or any other appliance owned by the Village.
D. 
Cross-connecting pipes carrying water supplied by the Village with those carrying water from any other source of supply or with any apparatus which may endanger the purity or quality of the Village supply.
E. 
Refusal of reasonable access to the property for the purpose of inspecting fixtures or piping or for reading, repairing, testing or removing meters.
F. 
Submetering or reselling water except to tenants as in the case of multiple-unit dwellings.
No person shall open or interfere with or draw water from any fire hydrant without permission from the Superintendent of Public Works, except members of the Fire Department when engaged in their official capacity. Private hydrants shall be provided with backflow prevention.
