A. 
General Fund established. The Borough of Lehighton does hereby establish a General Fund, which will be comprised of one or more separate accounts, which is to be used for general borough purposes other than purposes for which a specific borough fund exists.
B. 
General Capital Reserve Fund established. The Borough of Lehighton does hereby establish a General Capital Reserve Fund, which will be comprised of one or more separate accounts, which is to be used from time to time for general capital purchases or for such other purposes as may be directed by the Council.
C. 
Capital Projects Fund established. The Borough of Lehighton does hereby establish a Capital Projects Fund, which will be comprised of one or more separate accounts, which is to be used from time to time for the construction, purchase or replacement or additions to municipal buildings, equipment, machinery, motor vehicles or other capital assets of the borough or for such other purposes as may be directed by the Council.
D. 
Light and Power Fund established. The Borough of Lehighton does hereby establish a Light and Power Fund, which will be comprised of one or more separate accounts, which is to be used from time to time for the operation and maintenance of the Lehighton Light and Power Distribution System and any and all administrative and clerical expenses incident thereto or for such other purposes as may be directed by the Council.
E. 
Capital Reserve Fund for Borough Light and Power System established. The Borough of Lehighton does hereby establish a Capital Reserve Fund for the Borough Light and Power System, which will be comprised of one or more separate accounts, which is to be used from time to time for the construction, purchase or replacement of any additions to or upgrading of the Borough Light and Power System or for such other purposes as may be directed by the Council.
F. 
Sewer Fund established. The Borough of Lehighton does hereby establish a Sewer Fund, which will be comprised of one or more separate accounts, which is to be used from time to time for the operation and maintenance of the Lehighton Wastewater Treatment Plant and any and all administrative and clerical expenses incident thereto or for such other purposes as may be directed by the Council.
G. 
Capital Reserve Fund for Borough Wastewater Treatment Plant and Sewage Collection System established. The Borough of Lehighton does hereby establish a Capital Reserve Fund for the Borough Wastewater Treatment Plant and Sewage Collection System, which will be comprised of one or more separate accounts, which is to be used from time to time for the construction, installation, purchase or replacement of the Wastewater Treatment Plant, plant equipment and the sewage collection system or for such other purposes as may be directed by the Council.
H. 
Highway Aid Fund established. The Borough of Lehighton does hereby establish a Highway Aid Fund, which will be comprised of one or more separate accounts, which is to be used from time to time for the construction and reconstruction of highways, repairs to highways and bridges and installation and maintenance of storm sewers and drains and for any other purpose in compliance with the Liquid Fuels Tax Act, Act of May 21, 1931, P.L. 149, § 1, et seq., 72 P.S. 2611a, et seq., and any amendments thereto or any other laws governing the use of such fund.
I. 
Youth Center Fund established. The Borough of Lehighton does hereby establish a Youth Center Fund, which will be comprised of one or more separate accounts, which is to be used from time to time for the construction, operation and maintenance of youth recreational facilities and for no other purpose.
The funds of the borough shall be controlled, invested and reinvested and administered by the Borough Treasurer subject to monthly ratification of the Treasurer's actions by Borough Council, and the moneys therein expended for any of the purposes hereinbefore set forth in such manner as may be determined by the Council.
The money in the funds, when invested, shall be invested in securities designated as legal investments for municipalities as determined by federal and/or state law.
