The title of this chapter shall be "An Ordinance Establishing Rules, Regulations and Standards Governing the Subdivision of Land and Land Development Within the Township of West Earl, Lancaster County, Pennsylvania, Pursuant to the Authority Set Forth in Article V of the Pennsylvania Municipalities Planning Code, as Amended,[1] and Setting Forth Procedures to be Followed by the Township Planning Commission and the Township Supervisors in Administering and Amending These Rules, Regulations and Standards and Prescribing Penalties for the Violation Thereof."

This chapter shall be known and may be cited as the "West Earl Township Subdivision and Land Development Ordinance of 1974."
These regulations are adopted to protect, promote and create conditions favorable to the health, safety, morals and general welfare of the citizens by:
A. 
Assuring sites suitable for building purposes and human habitation.
B. 
Providing for the harmonious development of the township.
C. 
Assuring coordination of existing streets and highways with proposed streets, parks or other features of the Official Street Plan of the township.
D. 
Providing for adequate open spaces for traffic, recreation, light and air and for proper distribution of the population.
E. 
Assuring equitable and just processing of subdivision and land development plans by providing uniform procedures and standards for the observance of both the developer and township officials.
