The City is authorized to regulate garbage collection services within its municipal boundaries and collect certain regulatory fees related to that function.
Each residential address for which garbage service is provided shall be assessed a monthly service charge.
In the event that multiple addresses deposit their garbage into a single collection location, a separate service charge shall be assessed on each of those addresses, even if only a single garbage collection pickup is made for all of them.
The service charge for garbage is incorporated into the water bill for City residents. Municipal utility services shall be billed under a unified bill which includes water, sewer, and garbage collection charges and other charges as the Council designates. This charge will be based on residential services provided, regardless of occupancy.

Any solid waste or recyclable material, when placed out for collection, shall be out by 6:00 a.m. on the scheduled day of collection, but shall not be placed out more than 24 hours before collection day and shall be removed not more than 24 hours after collection day.
