Annual license fees shall be as follows:

Plenary retail consumption license: $2,000.
(2) 
Plenary retail distribution license: $938.95.

B. 
Not more than four club licenses shall be issued and outstanding at the same time in the Borough of Northvale.

No licensee shall sell, serve or deliver or allow, permit or suffer the sale, service or delivery of any alcoholic beverages on New Year's Day when it is a weekday, between the hours of 5:00 a.m. and 6:00 a.m.; on New Year's Day when it is a Sunday, between the hours of 5:00 a.m. and 9:00 a.m.; on Christmas Eve or New Year’s Eve when it is a Sunday between the hours of 3:00 a.m. and 9:00 a.m.; on other weekdays between the hours of 2:00 a.m. and 6:00 a.m.; on Sundays between the hours of 3:00 a.m. and 12:00 noon.

Any person, firm or corporation being licensed in the Borough of Northvale to sell, serve or deliver alcoholic beverages shall hereafter be permitted to sell, serve or deliver alcoholic beverages in the Borough of Northvale on Primary Election Day and General Election Day, provided that said sale, service or delivery is conducted between the hours heretofore designated by the Borough of Northvale.

No licensee holding a license permitting sales for on-premises consumption shall allow, permit or suffer the consumption of any alcoholic beverage upon the licensed premises during hours when sales are prohibited by § 65-2.

During hours when sales are prohibited by § 65-2:
A. 
All artificially lighted signs which are visible to the public and which advertise alcoholic beverages or the status of the premises as one licensed to sell alcoholic beverages shall not be lighted.
B. 
No persons shall be permitted in the licensed premises except employees who are cleaning the premises, unless Subsection C hereof is applicable.
C. 
Members of the public may be permitted in licensed premises if said premises hold a club license or are operated primarily as a bowling alley.

The hours referred to in § 65-2 shall be Eastern standard time, except when daylight saving time is in effect in the borough.

Said licensed premises shall be operated in compliance with all regulations of the Director of the Division of Alcoholic Beverage Control. No licensee or any other persons shall allow, permit or suffer any outdoor games of any kind on such licensed premises between the hours of 11:00 p.m. and 10:00 a.m. of the succeeding day.

Any person or persons, firm or corporation who or which violates any provision of this article shall be punishable as provided in Chapter 1, General Provisions, Article II, General Penalties.
