The owner of any parking yard and parking place in the Borough of Northvale which is open to the public or to which the public is invited, whether maintained or operated separately or in conjunction with any business or enterprise, shall be required to illuminate said yard or parking place from dusk until 12:00 midnight or until the close of the business to which the parking area pertains, whichever is sooner. Said illumination shall consist of at least five footcandles of light to be maintained for every one square foot of parking area.
A. 
Said owner shall not permit any person or persons to loiter in the aforementioned parking yards or parking places.
B. 
No person shall be permitted to loiter in and on any parking yard or parking place which is open to the public or to which the public is invited, whether maintained separately or in conjunction with any business enterprise.
Any person or persons, firm or corporation who or which violates any provision of this chapter shall be punishable as provided in Chapter 1, General Provisions, Article II, General Penalties.
