A. 
No person, either as agent or as principal, shall rent, lease, let, hire, take or occupy or permit to be occupied in the Borough of Northvale any premises or portion thereof not inspected and specifically approved in writing by the Board of Health or one of its duly authorized agents after each successive tenant or occupant vacates or quits such premises and before any new tenant or occupant takes possession thereof, for the purpose of securing the sanitary condition of such premises under the authority of N.J.S.A. 26:3-33.
B. 
No owner, agent or lessee of any building or part thereof shall lease, let or hire out such building or permit the same to be occupied except when said building or part thereof is sufficiently lighted, ventilated, provided and accommodated and is in all respects in that condition of cleanliness and wholesomeness for which any law of this state or ordinance of this Board provides or in which they or either of them require such premises to be kept.
C. 
No premises occupied as a dwelling or lodging place shall be deemed sufficiently provided and accommodated under the provisions of this section unless there shall be in each dwelling unit on such premises at least one water closet, one bathtub or shower bath, one lavatory and one kitchen sink, all supplied with water under pressure; unless every habitable building on such premises shall be provided with heating equipment capable of maintaining every habitable room thereof at a temperature of at least 70° F. whenever occupied; and unless adequate provision has been made to keep the basement or cellar of each such habitable building free of standing water.
D. 
The term "dwelling unit," as used in the foregoing subsection, shall mean and include one or more contiguous habitable rooms used for sleeping, living, cooking and eating purposes by one or more persons forming a single household, but shall not include a furnished room in a private dwelling.
E. 
No premises occupied for business shall be deemed sufficiently provided and accommodated under the provisions of this section unless there shall be provided in each separate place of business at least one water closet and one lavatory, both supplied with water under pressure.
F. 
The word "business," as used in the foregoing subsection, shall mean and include offices, stores, factories, workrooms and all other places of employment.
