As used in this article, the following terms have the following meanings as indicated:
HOUSEHOLD GARBAGE
Solid waste as defined in N.J.A.C. 7:26-1.6(a)(1). Specifically excluded are all recyclable items, chemical or toxic wastes and all other wastes not commonly found in household waste and identified as ID 10 waste by the NJDEP.
PLACE OF DEPOSIT
The Household Waste Convenience Center at the Stillwater Recycling Center, Fairview Lake Road, Stillwater Township.
On and after the date fixed by resolution of the Township Committee, all residents of the Township of Stillwater shall have the right to take their household waste to the Household Waste Convenience Center at the place of deposit during the hours established by resolution of the Township Committee.
All household wastes brought to the Household Waste Convenience Center shall be in plastic bags securely closed with plastic ties or cord. Untied bags will not be accepted.
Persons bringing bags of household waste to the Household Waste Convenience Center shall place said bags on the scale for weighing under the direction of the person in charge of the place of deposit and shall pay the fee as specified in § 344-12 hereof.
The Township Committee is authorized from time to time to enact, amend or repeal, by resolution, rules and regulations governing the Household Waste Convenience Center for the reception of household wastes as established herein. Every such resolution shall be posted at the Township Municipal Building, the Stillwater Township Recycling Center and in such other public places as shall be designated by the Township Committee.

The following fee shall be collected for the deposit of household wastes at the household waste convenience center located at the Stillwater Township Recycling Center: the sum of $0.10 for each pound or portion of a pound.
No person within the Township of Stillwater shall include recyclable materials, as set forth in §§ 344-2 and 344-3 of Article I of this chapter, or other types of solid wastes with household garbage. Any person so commingling recyclable materials or other forms of solid waste with household garbage in violation of the provisions of this article and the regulations promulgated pursuant thereto shall, upon conviction thereof, be subject to the penalties provided for violations in Chapter 1, Article III, General Penalty.
