All properties within the Borough of Old Forge having an automatic fire alarm system or fire sprinkler system shall be equipped with a key lock box for the utility of a key lock box system. Residential property shall be exempt from this requirement.
A. 
As to newly constructed or renovated buildings, the equipment for the key lock box system shall be installed and operational no later than completion of construction or renovation.
B. 
As to existing buildings, the equipment for the key lock box system shall be installed and operational within two years.
The key box shall be a type approved by the Underwriter's Laboratories (UL) and approved by the fire authorities serving Old Forge Borough.
The key box shall be installed in a location approved by the fire authorities serving Old Forge Borough.
The key boxes shall contain the following:
A. 
Keys to locked points of ingress or egress to such buildings, whether within the interior or on the exterior of such buildings;
B. 
Keys to locked mechanical and electrical rooms;
C. 
Keys to locked areas containing any stored hazardous materials, explosive materials or extremely combustible or flammable materials in any form;
D. 
Keys to elevator controls;
E. 
Keys to other locked areas of such properties, as may be described or designated by the fire authorities serving Old Forge Borough.
It shall be the duty of the owners and possessors of the property to install and maintain the key box, keep all required keys contained within the key box, keep the key box in proper working order, keep the building locks and the keys for such locks contained within the key box in proper condition and working order, and to otherwise ensure compliance with this article at all times. Old Forge Borough and the fire authorities serving Old Forge Borough shall not be required to inspect the properties or test the building locks and keys or inspect or test the key box and its contents for compliance herewith.
Any property owner violating this article after notice from the fire authorities serving Old Forge Borough shall be subject to a fine of not more than $1,000, plus costs of prosecution, and, in default of payment of such fine and costs, to imprisonment for not more than 30 days.

The Borough of Old Forge hereby elects to administer and enforce the provisions of the Pennsylvania Construction Code Act, Act 45 of 1999, 35 P.S. §§ 7210.101 to 7210.1103, as amended from time to time, and its regulations.
The Uniform Construction Code, contained in 34 Pa. Code Chapters 401 to 405, as amended from time to time, is hereby adopted and incorporated herein by reference as the Municipal Building Code of the Borough of Old Forge.
Administration and enforcement of the code within the Borough of Old Forge shall be undertaken in any of the following ways, as determined by the Council of the Borough of Old Forge from time to time by resolution:
A. 
By the designation of an employee of the Borough of Old Forge to serve as the municipal code official to act on behalf of the municipality;
B. 
By the retention of one or more construction code officials or third-party agencies to act on behalf of the municipality;
C. 
By agreement with one or more other municipalities for the joint administration and enforcement of this Act through an intermunicipal agreement;
D. 
By entering into a contract with another municipality for the administration and enforcement of this Act on behalf of this municipality;
E. 
By entering into an agreement with the Pennsylvania Department of Labor and Industry for plan review, inspections and enforcement of structures other than one-family or two-family dwelling units and utility and miscellaneous-use structures.
A Board of Appeals shall be established by resolution of the Council of the Borough of Old Forge in conformity with the requirements of the relevant provisions of the code, as amended from time to time, and for the purposes set forth therein. If at any time enforcement and administration is undertaken jointly with one or more other municipalities, said Board of Appeals shall be established by joint action of the participating municipalities.
A. 
All building code ordinances or portions of ordinances which were adopted by the Borough of Old Forge on or before July 1, 1999, and which equal or exceed the requirements of the code shall continue in full force and effect until such time as such provisions fail to equal or exceed the minimum requirements of the code, as amended from time to time.
B. 
All building code ordinances or portions of ordinances which are in effect as of the effective date of this article and whose requirements are less than the minimum requirements of the code are hereby amended to conform with the comparable provisions of the code.
C. 
All relevant ordinances, regulations and policies of the Borough of Old Forge not governed by the code shall remain in full force and effect.
Fees assessable by the Borough of Old Forge for the administration and enforcement undertaken pursuant to this article and the code shall be established by the Council of the Borough of Old Forge by resolution from time to time.
