The residential development objectives of the
Borough are to:
A. Create attractive residential areas free from adverse
environmental influences.
B. Regulate residential densities to prevent overcrowding,
to provide adequate privacy and open space and to maintain the neighborhood-based
character of the community.
C. Exclude incompatible land uses from residential areas.
D. Provide for essential services and facilities.
The commercial development objectives of the
Borough are to:
A. Establish sufficiently large areas for commercial
development to permit concentrations of businesses in well-defined
locations as opposed to scattered interspersing of such facilities
throughout the Borough.
B. Provide for the revitalization of the Borough's Main
Street Commercial District.
C. Provide for highway-oriented commercial uses such
as automobile service establishments, drive-in eating and drinking
places, motels, etc., in appropriate locations.
D. Regulate such highway commercial uses in order to
preclude the inherent disadvantages of this form of development.
E. Provide development standards to improve the aesthetic
appearance of highway commercial development.
The industrial development objectives of the
Borough are to:
A. Reserve areas of flat land with access to utilities
and transportation.
B. Locate sites and establish operating standards for
their use to prevent any adverse influences on other areas of the
community.
C. Separate light and heavy industrial activities so
that functional environments will be created to serve the various
forms of development.
The special use development objectives of the
Borough are to:
A. Minimize development in such areas.
B. Limit development to low-intensity uses which will
not create a demand for extensive municipal services.
C. Permit only those uses which will be compatible with
special uses and with each other, as well as with adjacent development.
The floodplain development objectives of the
Borough are to:
A. Minimize hazards to the safety and well-being of the
populace.
B. Minimize property losses to individual property owners
as well as the various units of government.
C. Maintain the Borough's eligibility for federal flood
insurance.
