A. 
Authority of Mayor to declare snow emergency. In order to further facilitate the movement of traffic and to combat the hazards of snow and ice on the snow emergency routes named below, the Mayor, in his discretion, or in his absence, Council President or Vice President, as per the Pennsylvania Borough Code, may declare a snow and ice emergency (designated in this article as a "snow emergency"). Information on the existence of a snow emergency may be given by the Borough through radio, newspaper, television or other available media, and information on the termination of the snow emergency may be given by use of the same media.

B. 
Travel restrictions. After any snow emergency is declared, it shall be unlawful, at any time during the continuance of the emergency, for any person to drive or operate any motor vehicle on any such snow emergency route, unless that vehicle is equipped with snow fires or chains. All-weather tires will be considered as snow tires for purposes of this subsection. After any snow emergency is declared, it shall be unlawful, at any time during the continuance of the emergency, for any person to park any motor vehicle on any such snow emergency route.

C. 
Designation of emergency routes. The following streets are designated as snow emergency routes because they are necessary for the proper transit of emergency vehicles into and through the Borough during a snow emergency.

No person, including but not limited to the owner or possessor of any vehicle, parked within the Borough of Lehighton, may dispose of any accumulation of snow and/or ice from the vehicle in the Borough or elsewhere onto either the traveling portion of any adjoining sidewalk, street or alley of the Borough, or onto any portion of any sidewalk, streets, or alleys of the Borough which have previously been cleared of snow. In addition, no person, including but not limited to the owner or possessor of any vehicle, may dispose of any accumulation of snow and/or ice from any vehicle in the Borough or elsewhere in such a manner as to impede, hinder or prevent the removal of parked vehicles or the parking of vehicles on any such streets and alleys or in such a manner as to impede, hinder or prevent pedestrian traffic on the sidewalks of the Borough.

No person shall be permitted to plow the streets or alleys of the Borough of Lehighton so as to leave an accumulation of snow and/or ice within the streets or alleys of the Borough, unless a permit and all required documents have been sought from and approval given by the Borough Secretary.

A. 
Any person who operates a motor vehicle contrary to any of the provisions of this article shall be guilty of a violation of this article and shall be sentenced to pay a fine of $100 and costs.
B. 
Any person who disposes of snow contrary to the provisions of this article shall be guilty of a violation of this article and shall be sentenced to pay a fine of $100 and costs.
C. 
Any person who plows snow contrary to the provisions of this article shall be guilty of a violation of this article and shall be sentenced to pay a fine of $100 and costs.
