It shall be unlawful and a violation of this
article for any person or corporation to permit a vehicle to remain
in any parking space on the north and south sides of Old Turnpike
Road or in the parking lots of the Convent Station Parking Facility,
including the Old Post Office and the leased St. Thomas More parking
lot as described in Schedule X, attached to and made a part of this
chapter, unless and until the fee or charge herein set forth has been
paid for in advance or deposited in the central parking meter for
said space. It shall also be unlawful and a violation of this article
for any person to wash, repair or otherwise work on or in any such
vehicle; provided, however, that nothing contained herein shall be
construed to prohibit necessary emergency repairs to a vehicle.
A.
Between the hours of 6:00 a.m. and 6:00 p.m., prevailing
time, there shall be a fee or charge for the use of a parking space
in the Convent Station Parking Facility. No vehicle shall be parked
in said facility unless the same shall be properly parked in accordance
with this section and within the parking space as defined in this
section and designated at the parking facility. No vehicle shall be
parked in said facility unless the operator thereof is parking the
vehicle at the Convent Station Parking Facility for the purpose of
utilizing the railroad commutation services.

B.
Fees.

(1)
The permit fees and metered charges shall be as follows:
(a)
Resident permit: $345 per year (July 1 through
June 30).
(b)
Nonresident permit: $690 per year (July 1 through
June 30).
(d)
Resident ID permit for metered parking: no charge.
(e)
Fee for the "Smart Card" (a debit card): $10
for a new card or to replace a lost card.
(f)
Replacement fee for lost resident and nonresident permit tag: $20.
(2)
Permits can be purchased for the remaining portion
of the permit year, which expires June 30, and shall be calculated
on the basis of full months, including the month the permit is purchased.
(3)
Permit refunds may, upon approved voucher claim, be
given based upon the number of full months remaining, excluding the
month of surrender, less an administrative charge of 10% of the remaining
value or $25, whichever is greater.
(4)
Meter
refunds are authorized for approved voucher claims of $10 or more.
C.
The fee or charge shall be paid to the Clerk of the
Township of Morris, who will issue a permit, which shall be displayed
from the interior rearview mirror in the vehicle so as to be clearly
visible from the front of the vehicle at any and all times during
which said vehicle is parked in one of said parking spaces. The Township
Clerk shall keep a record of the permits issued and shall forward
all permit fees collected to the Finance Department. The Township
of Morris will not reserve any particular space for the purchaser
of a permit, and there will be no guaranty of the availability of
a space for said vehicle, and the Township of Morris assumes no liability
in the event of unavailability of a parking space, and there shall
be no refund because of said unavailability of space.
D.
Resident parking shall be limited to such persons who are residents of the Township of Morris, and in the event that there is insufficient parking space to accommodate all residents of the Township of Morris, then spaces will be allocated on the basis of first come, first served. Should there be no unmetered parking spaces available in the Convent Station Parking Facility, then and in that case those persons who have purchased a permit in accordance with Subsection B above and who are residents of the Township of Morris may park such vehicle in the parking spaces designated for nonresident parking.
E.
Metered parking.
(1)
In addition to the parking permit, metered parking
is provided. Residents can obtain a resident ID permit from the Township
Clerk's office, which will allow them to park in a designated metered
space.
(2)
Metered parking charges shall be paid for in cash
or by the use of a debit card issued by the Township of Morris. The
charges shall be paid at the centralized parking meters located at
the facility.

Metered parking only, Speedwell Avenue parking lot.

(1)
Resident and nonresident parking shall be permitted
in the Township parking lot on Speedwell Avenue at its intersection
with Gregory Avenue. Parking at this location is metered parking only
by central meters. The Township-issued parking permits shall not be
valid in this facility.
(2)
The metered charges shall be in effect 24 hours a
day, seven days a week.
(3)
Vehicles shall be properly parked in marked spaces. Unlawfully parked vehicles, overtime vehicles, vehicles which otherwise violate any provisions of Chapter 88 and the owners and operators thereof shall be subject to the fees, fines and penalties set forth in this chapter, specifically including but not limited to §§ 88-3.3 and 88-3.5.
(5)
Reserved space. The Township of Morris may, without being under any obligation to do so, lease parking space in the Speedwell Avenue lot to interested business entities, for one-year terms. The lease price for each space shall be the annual resident permit fee as the same may from time to time be established. Each such leased space shall be identified as a reserved space, which shall be fitted with an appropriate sign identifying the space as reserved for the particular lessee. The signs shall be furnished by the lessee and conform to Township specifications. The Township shall install and remove such signs. Any vehicle parked in such space, the operator of which is not using the space in conjunction with the business of the lessee, shall be subject to towing and fines as set forth in §§ 88-3.3 and 88-3.5.

The Police Department may remove from any parking
space any unattended vehicle parked or standing in any portion of
said streets not designated as a parking space or any unattended vehicle
parked or standing in a designated parking space for a period of 12
hours, after a summons has been issued charging a violation hereunder.
The Police Department may also remove any vehicle at any time when
the same is found to be parked or standing in a parking space which
has been leased by the Township to a business entity, which parking
space has been posted with notice as to the effective hours of reserved
use. When a vehicle is so removed from said parking space, the owner
of said vehicle shall pay, before being entitled to recovery or possession
of said vehicle, all reasonable charges for towing, storage and other
expenses incurred in the removal of said vehicle. In addition thereto,
every person convicted of a violation of a provision of this article
or any supplement or amendment hereto shall be liable to a penalty
of not more than $50.
It shall be unlawful to tamper with parking
meters or to deposit therein anything other than coins or debit cards
designated in this article. It shall be unlawful for any person to
deface, injure, tamper with, willfully break, destroy or impair the
usefulness of or to open without lawful authority any parking meter
installed on said premises. It shall be unlawful to deposit or cause
to be deposited in any parking meter any slug, device or substitute
for a coin of the United States of America.
