The purpose of this chapter is to authorize public servants of the Town of Binghamton to issue and serve appearance tickets in connection with violations of state statutes, local laws, ordinances or rules and regulations of the Town of Binghamton which public servants are authorized or required to enforce.

The following public servants of the Town of Binghamton are hereby authorized to issue and serve an appearance ticket with respect to violations of a state statute, local law, ordinance, rule or regulation of the Town of Binghamton as such public servants are, respectively, required or authorized to enforce:
A. 
Building Official and Assistant Building Official: building, zoning, planning, fire prevention, safety, licensing of occupations, businesses and land use and parking.
B. 
Ordinance Enforcement Officer: parking, public health, safety and welfare, including, but not in limitation, dumps and dumping and junk vehicles, licensing of occupations, businesses and land use, violations of Chapter 88, Animals, of this Code, and violations of the New York State Agriculture and Markets Law.
An appearance ticket other than a parking violation shall be served personally.
