This chapter shall be known as the "Mobile Home-Trailer
Ordinance of the Town of Binghamton."
The purpose of this chapter is to promote the
health, safety, morals and general welfare of the community, including
the protection and preservation of the property of the Town of Binghamton
and of its inhabitants, by establishing specific requirements and
regulations governing the occupancy and maintenance of mobile homes,
mobile home parks and travel trailers.
For the purposes of this chapter, the following
words, terms and phrases shall have the meaning ascribed to them in
this section:
MOBILE HOME
Any portable vehicle or structure which is designed to be
transported on its own wheels, or those of another vehicle, which
is used, designed to be used and capable of being used as a detached
single-family residence, and which is intended to be occupied as living
quarters for more than 90 days containing sleeping accommodations,
a flush toilet, a tub or shower, kitchen facilities, and plumbing
and electrical connections for attachment to outside systems, which
is capable of being transported in one section on streets and highways,
and arriving at the site ready for occupancy except for minor and
incidental unpacking and assembly operations. Mobile home perimeter
shall include all additions thereto except for open canopies. This
definition does not include modular housing placed on a standard foundation,
or travel trailers. Mobile homes built after July 1, 1976, must carry
a United States Department of Housing and Urban Development seal (HUD
seal) confirming compliance with the 1976 federal standards for mobile
home construction. Older mobile homes may be allowed if they generally
conform to the 1976 federal standards, are in good condition, and
receive a favorable "visual inspection" from the Town of Binghamton
Building Inspector.

MOBILE HOME LOT
A designated site of specific total land area which is located
within a mobile home park for the accommodation of one mobile home
and its occupants.
MOBILE HOME STAND
A durable surface located on a mobile home lot which is to
be used for the placement and capable of supporting a mobile home.
MODULAR HOUSING
Housing units in excess of 14 feet in width placed permanently
on a standard foundation and which arrive on site in more than one
component, and which meet all regulations of the New York State Uniform
Fire Prevention and Building Code.
TRAVEL TRAILER
Any portable vehicle not longer than eight feet by 35 feet
which is designed to be transported on its own wheels, which is designed
and intended to be used for temporary living quarters for travel,
recreational or vacation purposes, and which may or may not include
one or all of the accommodations and facilities included in a mobile
home.
