Any person, partnership, association, joint venture or corporation, being the owner or occupant of any land within the Town of Binghamton, shall not use or allow the use of such land for a mobile home park unless a license has been obtained as herein provided.
A. 
The Code Enforcement Officer of the Town of Binghamton shall issue a license, to be effective from the day of issuance to and including December 31 of that same year.

B. 
This license may not be issued until the Code Enforcement Officer has received:

(1) 
A written application from the applicant.
(2) 
The required fee as herein provided.
(3) 
Approval of the application by the Broome County Department of Health District Office.
(4) 
Approval by the Town Building Official and Planning Board.

(5) 
A resolution from the Town Board approving issuance of license.
C. 
The license shall not be transferable or assignable.
A. 
Any person holding a license for a mobile home park and desiring to add additional lots to such park or court shall file an application for a supplemental license.
B. 
The application for such supplemental license must be accompanied by two complete sets of plans and specifications as required by § 148-10 of this chapter. The application for a supplemental license shall be filed and handled according to the procedure established in that section of this chapter.
C. 
When approved in accordance with the procedures established, and upon the receipt of the required fee, the Code Enforcement Officer shall issue a supplemental license which will be effective from the date of issuance to and including December 31 of the same year, and theretofore to run concurrent with the original license.

A. 
An application for the renewal of any mobile home park license, which was issued in accordance with the provisions of this chapter, must be filed with the Code Enforcement Officer on or before December 1 preceding the expiration of the license.

B. 
The renewal application shall not be accompanied by a plan of the park or court unless changes have been made to it, nor is it necessary that the application be accompanied by a copy of the lease unless a new lease has been entered into subsequent to the time of filing the previous application.
C. 
Upon the approval of the Building Official and by resolution of the Town Board, the Code Enforcement Officer shall issue a renewal license to be effective upon the expiration of the previous permit and continue in force for a period of one year.

D. 
At the time the renewal license is issued, the applicant shall pay the required fee.
E. 
Such renewal license shall not be transferable or assignable.

The applicant shall pay the Code Enforcement Officer a license fee as determined by the Town Board.
