All land uses in all districts shall operate
within the limits specified below. Standard methods of collection
and chemical analysis, or any method approved by the United States
Bureau of Standards, shall be used in the applications of these standards.

It shall be unlawful for any person to permit
the emission of measurable noises, as measured at the individual property
lines, to exceed 70 decibels during periods between 6:00 a.m. and
10:00 p.m. or 60 decibels during periods between 10:00 p.m. and 6:00
a.m. The sound level may exceed these established levels for a period
not to exceed 30 minutes by not more than seven decibels.
It shall be unlawful for any person to permit
the emission of any odor that is unreasonably offensive as measured
at the individual property lines.
The standards of the Broome County Health Department
shall be met regarding dust and dirt.

There shall be no off-site parking of motor vehicles. Each land
user must provide sufficient suitable on-site parking spaces to prevent
any necessity for off-site parking as required in other sections of
this chapter. On-site parking must conform with the following:
A.
Design standards.
(1)
Any area used for the temporary or permanent storage of motor vehicles
must have a permanent, all-weather surface, such as concrete or asphalt.
Parking lots shall be designed so as to ensure proper storm water
drainage.
(2)
Public parking lots shall be designed so that a parked vehicle does
not overhang the public right-of-way, a public sidewalk or public
trail. A concrete, or otherwise permanent curb, bumper, wheel stop,
or similar device, shall be installed and be adequate to protect the
public right-of-way, public sidewalk or public trail from vehicular
overhangs and to protect any structure from vehicular damage.
(3)
Vehicular ingress and egress to arterials and collector streets from
off-street parking shall be so combined, limited, located, designed
and controlled with flared or channelized intersections as to direct
traffic to and from such public right-of-way conveniently, safely
and in a manner which minimizes traffic friction and promotes free
traffic flow on the streets without excessive interruption. Driveways
and entries shall be of a sufficient length to accommodate queuing
and prevent stacking onto adjacent public streets. Appropriate pick-up
and drop-off areas should be provided to serve children and the elderly.
(4)
Emergency accesses shall be provided according to the requirements
stipulated by the local fire district. Fire lane shall be clearly
delineated with both red striping and "No Parking - Fire Lane" signs.
(5)
Parking spaces, drive aisles, approach lanes, and maneuvering areas
shall be clearly marked with directional arrows, striping, lines,
and signs to facilitate traffic movement and safety.
(6)
All parking lots shall be landscaped with trees and shrubs on the
interior and perimeter. A minimum of 10% of the interior area of a
parking lot accommodating 20 or more spaces shall be landscaped. Parking
bays shall extend no more than 15 parking spaces without an intervening
shade tree, landscape island or landscape peninsula. Landscaped end
cap islands are required at the end of each interior row of parking
spaces. Landscaped medians, islands, and peninsulas shall be considered
open space. The Planning Board, upon site plan review or other such
relevant application, may in its discretion modify the above landscaping
requirements for just cause shown.
(7)
All lighting fixtures, including security lighting facilities, shall
be directed away from adjacent residential uses and public streets
and shall not be of an intensity which unreasonably disturbs adjacent
residential users or users of public streets.
B.

Figures shall be considered and adopted.
The standards of the Broome County Health Department
shall be met regarding noxious gases.
The standards of the Broome County Health Department
shall be met regarding radioactive materials.
All buildings, operations, storage, waste disposal,
etc., shall be in accordance with applicable provisions of the latest
published edition of the New York State Uniform Fire Prevention and
Building Code.
It shall be unlawful for any person to permit
the open storage of any material, scrap or waste material without
screening, along a property line facing a public right-of-way, such
as a fence, hedge or other barrier at least eight feet high that makes
the open storage invisible to persons passing in a normal manner.
Location of said screening shall be subject to the front, side and
rear yard restrictions.
The standards of the Broome County Health Department
shall be met regarding smoke.
The standards of the Broome County Health Department
shall be met regarding water pollution.

Dumping or refuse, waste materials and other substances shall be permitted only in accordance with Chapter 165, Property Maintenance.
