It shall be unlawful for any person to park any mobile home on any street, road, avenue or highway or other public place or tract of land within the Borough owned by any person and occupied or unoccupied, except as provided in this chapter. Emergency or temporary stopping or parking is permitted on any street, avenue, road or highway for a period of three hours, but no mobile home thus parked may be used as a dwelling place, abode or sleeping place. Unoccupied mobile homes may be parked in an accessory garage or in a rear yard, provided that no living quarters are maintained within the mobile homes while so parked, nor shall any permit be required or fee be charged for such parking.
As used in this chapter, the following terms shall have the meanings indicated:
MOBILE HOME
As defined in § 165-32 of Chapter 165, Land Use and Development, of the Code of the Borough of Wharton.
It shall be unlawful for anyone to use a mobile home as a place of abode or dwelling or sleeping place within the limits of the Borough without first obtaining a license to do so. The license may be obtained at the Borough offices from the Borough Clerk with the consent of the Health Inspector. A fee of $175 shall be charged per year for each mobile home so licensed.
A. 
It shall be unlawful to park any mobile home in the Borough except in a duly authorized mobile home park. Every mobile home park shall be laid out, maintained and arranged to provide unoccupied space of not less than 10 feet by 10 feet for each mobile home, and the unoccupied area shall be in addition to the space directly underneath any portion of any mobile home. Mobile homes shall be arranged in rows abutting or facing on a driveway or clear unoccupied space of not less than 10 feet in width, leaving and providing unobstructed access to a public street or alleyway connected with a public street.
B. 
No plumbing facilities of any sort may be used with a mobile home unless such facilities are provided with a disposal system which shall meet with all the requirements of existing codes regulating such systems, as amended from time to time.
A. 
Location. Every mobile home park shall be established and located upon a well-drained area, and the premises shall be properly graded so as to prevent the accumulation of stormwater or casual water. No mobile home park shall be located within any residential district as defined in the Zoning Ordinance of the Borough of Wharton.[1]

B. 
Water supply. An adequate supply of pure water for drinking and domestic purposes shall be supplied to meet the requirements of each mobile home park. The water supply shall be obtained from faucets conveniently located in and about the mobile home park, and no dripping vessels or common cups shall be permitted.
C. 
Disposal system. It shall be unlawful to permit any wastewater or material from sinks, baths, showers or other plumbing fixtures in any mobile home park to be disposed of upon the surface of the ground, and all such fixtures when in use must be connected with an adequate disposal system.
D. 
Toilet facilities. Every mobile home park shall be provided with at least one water closet for each sex, one distinctly marked "For Women" and one distinctly marked "For Men," and there shall be provided an additional water closet for each sex for every 10 or fractional part thereof in excess of 10 males and for every 10 or fractional part in excess of 10 females living in the mobile home park, which water closets shall be connected with an adequate disposal system.
E. 
Lighting. Every mobile home park shall be provided with means of lighting the same at night, and all water closets, bathing units and similar facilities shall be provided with sufficient lighting, and the same shall be kept lighted during the hours of darkness.
F. 
Mobile home camp licenses. The license fee for camp sites shall be $500 per year or any part of the calendar year, and the camp sites shall be limited to 25 mobile homes, and the license shall expire on December 31 next following its issuance.
Violation of any of the provisions of this chapter shall be punishable as provided in Chapter 1, General Provisions, Article I, General Penalty.
