[Adopted as Sec. 2-7 (Ord. No. 78-2) of the 1977 Revised General Ordinances]
There is hereby established a Central Purchasing Department for the Township of Blairstown, pursuant to N.J.S.A. 40A:11-1 et seq.
The Township Committee shall designate the Township Clerk's office as the Central Purchasing Department, and the Township Clerk shall have the authority to supervise the administration of the Purchasing Department and to approve purchases up to $500.
Any purchases or encumbrances between $500 and the legal bidding limit of less than $2,500 must be approved by the governing body. Such purchases shall, if necessary, be made in accordance with and pursuant to the Local Public Contracts Law (N.J.S.A. 40A:11-1 et seq.).
All bids or purchases from $2,500 shall be prepared for public advertising for sealed bids in accordance with the law in such case made and provided. The Purchasing Department, under the supervision of the Township Clerk, shall receive bids for the purchases of materials, supplies and labor for all departments on behalf of the Township Committee. Decision on such sealed bids, when opened in public meeting, shall be made by the Mayor and Township Committee.
The Purchasing Department is authorized to make awards of contracts in the name of the Township upon approval of the Township Committee.
