A. 
Pursuant to the provisions of N.J.S.A. 40:14B-1 et seq., the Warren County--Paulins-Kill--Municipal Utilities Authority was established for the purpose of protecting the Paulins-Kill River and its tributaries from pollution in the County of Warren and for the construction of sanitary sewer facilities.
B. 
The authority proposes to acquire and construct sanitary sewer facilities so as to establish a sanitary sewer system for the transportation, treatment, and disposal of sewage and other waste arising within the Township of Blairstown.
C. 
The authority has among its powers, the power to make and perform contracts and do acts and other things, along with other powers, to construct, finance, acquire and operate certain systems of trunk interceptors and outlet sewers, pumping stations, treatment plants, and other facilities as set forth in N.J.S.A. 40:14B.
D. 
The township is authorized to contract with the authority a perpetual contract of the disposal of all or any part of the sewage arising, collected or caused within the township, as well as to perform all acts and things to be done under the terms and provisions of said contract, pursuant to N.J.S.A. 40:14B-49.
E. 
The authority has submitted a proposed agreement to the township in a form prescribed by N.J.S.A. 40:14B-50, as required by law.
F. 
Pollution in the rivers and streams of the township is likely to become a threat to the public health of the township.
G. 
The Township of Blairstown desires to enter into said agreement for the best interests of the township and the safety of its citizens and residents.
The Township Committee of the Township of Blairstown finds and deems that it will reduce pollution, protect public health and welfare, and that it is in the best interest of the township and its inhabitants and taxpayers thereof, that a sanitary sewer system be established to provide outlet, transportation and treatment of flows, consisting of sewage arising, collected or caused within the Township of Blairstown from a system of sewers to be created by the Township of Blairstown; and to proceed forthwith to enter into requisite agreement with the Warren County — Paulins-Kill — -Municipal Utilities Authority to accomplish same; and to direct and authorize the Mayor, on behalf of the township, to execute such agreement under the Corporate Seal of the township, which shall be affixed and attested to by the Township Clerk; and to deliver such agreement to the authority on behalf of the Township of Blairstown. Said agreement and terms, those of which are hereby approved and specifically agreed upon, shall be on file and located in the office of the Township Clerk.
