The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
A. 
All no-parking areas shall be and are hereby declared tow-away zones. Vehicles illegally parked may be towed. All towing charges shall be solely the responsibility of the owner or operator of the motor vehicle and shall be in addition to any fines or other penalties.[1]

B. 
Violations. Any person violating this section shall be guilty of a violation and shall be subject to a fine not to exceed $50 for the first violation and $100 for the second violation within six months.[2]

A. 
Whenever snow is forecasted by the National Weather Service, alternate side of the street parking will be in effect on all streets located within the Village of Athens, regardless of posting. All vehicles will be parked on the even side of the street from 8:00 a.m. until 8:00 p.m., and the odd side of the street from 8:00 p.m. until 8:00 a.m.
B. 
This alternate side parking will be in effect until snow is removed from the street.

Parking and/or standing is hereby prohibited at all times in all marked crosswalks and in any areas where such parking and/or standing blocks access to fire hydrants. Crosswalks are at Second Street and Water Street, Washington Street, Franklin Street, Warren Street, Church Street and Vernon Street: all four directions.
A. 
The standing of vehicles is hereby prohibited at all times from 15 feet near any fire hydrant in the Village.
B. 
The standing of vehicles is hereby prohibited at all times in the following locations:

The following areas are designated by signage as reserved for handicapped parking. All handicapped corner parking areas will begin after the twenty-five-foot no parking area.

Two locations commencing 25 to 30 feet from the entrance to Saint Patrick's Church, west side Route 385 and proceeding north.
B. 
Two locations west side of North Franklin Street at the Federated Church, commencing at the telephone pole north of church entrance and proceeding north.
C. 
One location on the north side Second Street at D.R. Evarts Library beginning east of the front walkway.
D. 
One location on Washington Street, east side, at the Zion Lutheran Church door entrance proceeding north.
E. 
Two locations at 6 South Water Street, one east and one west side of Water Street.
F. 
One location at the entrance to the Riverfront Park by the south end of the ferry slip.[1]
