Any owner desiring to have the water system
of the Village connected to the property of such owner shall first
submit to the Board of Trustees or its designated representative a
description of the proposed installation, and such installation of
the water service must be made from the curb to the main with three-fourths-inch
copper pipe. Each application shall be accompanied by the sum as set
from time to time by the Board of Trustees, which payment shall be
credited to the owner as a down payment on the total cost of such
installation, with the balance of such total cost being payable before
the water shall be used.

A.
No person, firm or corporation shall at any time open
or shut any water service connected with the Village water system,
all such turning on and off to be done by an employee of the Department
of Public Works.[1]
C.
No person, firm or corporation shall make any extension
or addition to any existing water service without first having made
application for such extension or addition, in writing, to the Board
of Trustees of the Village of Athens, New York. Such application shall
include plans for such proposed extension or addition.
