Pursuant to Article 2-B of the New York State Executive Law,
§ 23, the Chief Executive of Lima is empowered to proclaim
a local state of emergency and to promulgate local emergency orders
to protect life and property or to bring the emergency situation under
control. The chain of command for Lima shall be:
