A. 
Penalties other than parking offenses. Every person convicted of a traffic infraction for a violation of any provision of this chapter which is not a violation of any provision of the Vehicle and Traffic Law of the State of New York shall, for a first conviction thereof, be punished by a fine of not more than $100 or by imprisonment for not more than 15 days, or by both such fine and imprisonment; for a second such conviction within 18 months thereafter, such person shall be punished by a fine of not more than $200 or by imprisonment for not more than 45 days, or by both such fine and imprisonment; upon a third or subsequent conviction within 18 months after the first conviction, such person shall be punished by a fine of not more than $300 or by imprisonment for not more than 90 days, or by both such fine and imprisonment.
B. 
Penalties for parking offenses.
(1) 
All-night parking, being double parked, stopped, standing or parked on a sidewalk, stopped, standing or parked on bridge, blocking a driveway, less than 20 feet from a crosswalk, less than 15 feet from a fire hydrant, parked in a fire lane, parked against the direction of authorized traffic, parked in a no-parking area, parked within an intersection, parked within more than 12 inches from a curb, parked beyond a time limit, parked in area marked "No Parking for Police Emergency," or parking where prohibited on public or private premises without permission:
(a) 
Twenty-five dollars if paid within 10 days.
(b) 
Fifty dollars if paid between 11 days and 30 days.
(c) 
Seventy-five dollars if paid after 30 days.
(2) 
Parked with expired registration, parked with expired inspection, parked with no license plate, or parked without proper license plates:
(a) 
Fifty dollars if paid within 10 days.
(b) 
One hundred dollars if paid between 11 days and 30 days after issuance.
(c) 
One hundred twenty-five dollars if paid after 30 days.
(3) 
Parked within a handicapped area:
(a) 
Seventy-five dollars if paid within 10 days.
(b) 
One hundred fifty dollars if paid between 11 days and 30 days after issuance.
(c) 
One hundred seventy-five dollars if paid after 30 days.
Any police officer or public servant duly appointed by the Village Board, such as the DPW Superintendent or specially appointed traffic control officer, shall have the ability to issue and serve appearance tickets under this chapter for any offense if he or she has reasonable cause to believe that an offense has been committed under this chapter.
