A. 
There shall be and hereby is established a Department of Health for the City of Vineland.
B. 
The following divisions shall be assigned to and be under the control and direction of the Department of Health:
(1) 
Division of Emergency Medical Services.
(2) 
Division of Community Nursing Services.
(3) 
Division of Public Health.
(4) 
Division of Vital Statistics.
The Department of Health shall be headed by a Director, who shall be known as the "Director of the Department of Health."
The Mayor shall appoint, with the advice and consent of City Council, the Director of the Department of Health, who shall have at least five years' experience in public health issues.
The Director shall be the executive and administrative head of the Department and have the power and authority to:
A. 
Appoint subordinate officers and employees in the Department necessary for the performance of the duties and activities of the Department as required by the provisions of Title 26 of the New Jersey Revised Statutes.
B. 
Make periodic reports and recommendations to the Mayor and Council as provided by law or as may be requested by the Mayor and City Council.
C. 
Perform such other health-related duties as shall be prescribed by the Mayor and City Council and are not limited by statute.
D. 
Establish rules, regulations, policies and procedures for all departmental functions consistent with the powers of department heads as provided by law.

The Board of Health of the City of Vineland shall appoint a local registrar in accordance with N.J.S.A. 26:8-11(b), who shall be certified by the Municipal Clerk to the New Jersey Department of Health and Senior Services.
All ordinances, resolutions and other legislative enactments pertaining to the Department of Health and health matters shall be enacted by the City Council and approved by the Mayor as required.
The Local Board of Health authorized by Ordinance No. 7 is hereby abolished and terminated, and hereafter all legislative functions shall be exercised by the City Council and all executive and administrative functions shall be exercised by the Department of Health and its Director, officers and employees.
