The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
The parking of vehicles is hereby prohibited on all highways within this Village between 2:00 a.m. and 6:00 a.m.
No person shall park a vehicle at any time upon any of the streets or parts thereof described below:

Parking of vehicles is hereby prohibited on property between the sidewalk and the curb, between the sidewalk and the street, and otherwise within any area five feet from a curb, street, roadway or other thoroughfare for vehicular traffic within the municipality.
A.
The standing of vehicles is hereby prohibited on both sides of the marginal road parallel to Route 5-A between Greenman Avenue and the northerly village line.
B.
Except when necessary to avoid conflict with other traffic, or when in compliance with the law or the direction of a police officer or official traffic control device, no person shall stand or park whether occupied or not, except momentarily to pick up or discharge a passenger or passengers:

Within 40 feet of an intersection unless a different distance is indicated by official signs or markings.

Within 40 feet upon the approach to any flashing signal, stop or yield sign or traffic control signal located at the side of the roadway, unless a different distance is indicated by official signs or markings.

A.
When a private property owner requests in writing or when the Fire Chief and Police Chief of the Village of New York Mills deem it necessary for the health, safety and welfare of the public and place a signed request before the Village Board, the Village Board may authorize the placing of signs, pavement markings and/or traffic lights on private property to regulate parking and traffic flow.
B.
The Village Board, upon a request filed as outlined above, will examine the facts and circumstances at any regularly scheduled Board meeting and, upon a simple majority vote, may authorize such signage, pavement markings and/or traffic lights on the private property as the Board deems appropriate.
C.
In the absence of a written request from the private property owner, it shall be required that the private property owner be notified of the Village Board's intentions and be given the opportunity to speak at the Village Board meeting at which the traffic control measures are to be discussed. Such notice must be postmarked no less than 10 days before the Village Board meeting.
D.
Enforcement of compliance with the traffic control measures shall rest with the Village Police Department and any violations will be treated in the same manner as a violation of the same or similar violation of the Vehicle and Traffic Law on public streets.

No snowmobiles, minibikes, recreational-type vehicles or all-terrain vehicles shall be operated in or upon village streets, sidewalks, parks or other property owned by the Village of New York Mills.
