The provisions of this article imposing a time
limit on parking shall not relieve any person of the duty to observe
other and more restrictive provisions prohibiting or limiting the
stopping, standing or parking of vehicles as set forth in N.J.S.A.
39:4-138 or in any other New Jersey statute, or as hereinafter provided.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule I, §
106-15, attached hereto and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule II, §
106-16, of any day, from Monday to Friday inclusive, upon any of the streets or parts of any streets described in Schedule II attached hereto and made a part of this chapter.

A. Definitions. As used in this section, the following
terms shall have the following meanings:
COMMERCIAL TRAILER
Any trailer to be pulled by tractor truck, truck or motor
vehicle which extends six feet, regardless of weight. Specifically
excluded from this definition are boats, utility and travel trailers
and campers.
COMMERCIAL VEHICLE
Any motor vehicle which is required by law to bear any license
plate, other than that issued for a passenger car, which, by reason
of a characteristic color or marking, exceeding one square foot in
area, is identified or commonly associated with any business, industry
or public agency, shall be considered a commercial vehicle within
the terms of this chapter.
DETACHABLE TRAILER
A vehicle of any size or shape, on wheels or other means
of support, capable of being transported upon the streets by attachment
to a motor vehicle or by the application of some other separate independent
power source. Specifically included in this definition are boats,
utility and travel trailers and campers.
TRAILER
Any vehicle used or constructed to be used as a conveyance
upon public streets, whether self-propelled or otherwise, and so designed
as to permit the occupancy thereof as a dwelling or sleeping place;
and non-self-propelled vehicles of any kind or character or intended
to be moved under fuel power. This shall also include vehicles known
as "recreational vehicles," "rec-vees," "motor homes" "caravans" or
"trailers."
B. No person, firm or corporation shall park any commercial
vehicle, bus or tractor, the gross weight of which exceeds 16,000
pounds with load or the number of wheels on which exceeds six, upon
any street or portions thereof within the Borough of Runnemede, within
the hours of 9:00 p.m. and 6:00 a.m. of everyday.
C. No person, firm or corporation shall park any commercial
trailer, trailer or detachable trailer, boat, travel trailer or camper
upon any streets or portions thereof within the Borough of Runnemede,
within the hours of 9:00 p.m. and 6:00 a.m. of everyday.
D. Nothing within this chapter shall be construed as
preventing vehicles of the gross weight exceeding 16,000 pounds from
making deliveries of merchandise or property or as prohibiting any
vehicles exceeding 16,000 pounds used by any public utility company
in connection with the construction, installation, operation or maintenance
of any public utility facility from parking while being used for such
purposes.

A. No person,
firm or corporation shall park any commercial vehicle, bus or tractor,
the gross weight of which exceeds sixteen thousand (16,000) pounds
with the load or the number of wheels on which exceeds six, upon any
portion of Constitution Avenue, Broadway Avenue or Elm Avenue at any
time.
B. No person,
firm or corporation shall park any commercial trailer upon any portion
of Constitution Avenue, Broadway Avenue and Elm Avenue at any time.
C. No person,
firm or corporation shall park any commercial vehicle, bus or tractor,
the gross weight of which exceeds 16,000 pounds with the load or
the number of wheels on which exceeds six, upon any portion of the
property of the Runnemede Public Library, the Harry Williams Building
or the Borough-owned playing fields located on Broadway and Elm Avenues.
D. No person,
firm or corporation shall park any commercial trailer upon any portion
of the property of the Runnemede Public Library, the Harry Williams
Building or the Borough-owned playing fields located on Broadway and
Elm Avenues.
No person shall park a vehicle for longer than the time limit shown in Schedule III, §
106-17, at any time between the hours listed in said Schedule III of any day, from Monday to Friday inclusive, upon any of the streets or parts of the streets described in Schedule III attached hereto and made a part hereof.

A. Parking by permit only in designated residential areas.
No vehicles shall be parked on the streets or parts of streets designated
below, made part of this section, during the hours so designated,
unless:
(1)
The vehicle is owned or operated on a regular
basis by a resident of that street and the vehicle has displayed a
current residential parking permit on its left rear window in such
a manner as to be closely examined by an officer; or
(2)
The vehicle falls under one of the exemptions to the parking ban set forth in Subsection
B.
B. Exemptions. The following vehicles shall be exempt
from this parking permit section:
(1)
Visitors. A vehicle displaying a current visitor
parking permit may park a maximum of two days, provided that the operator
of a vehicle is a bona fide guest of a resident within the permit
parking area. The visitor's permit shall be displayed on the dashboard
of the vehicle in such a manner as to be clearly visible by an officer
enforcing parking regulations.
(2)
Contractors, service and delivery vehicles.
Contractors, service and delivery vehicles, bearing the name and address
of a commercial business may park without a permit during the time
they are rendering service to a residence within the permit parking
area.
(3)
Emergency vehicles. Emergency vehicles and public
service, telephone and other public utility vehicles may park within
the permit parking area during the time they are rendering service
or repairs within the area.
C. Administration. Application for parking permits under
this section shall be made in writing on forms provided to the Chief
of Police or his designee. Permits shall be granted only under the
following terms and conditions:
(1)
To persons who are residents on said street
or portion thereof upon which parking is restricted by this section,
a permanent permit, valid one year for tenants and three years for
owner-occupants, shall be issued for every vehicle owned or principally
operated by such person, subject to a limit of four permits for each
residential dwelling unit.
(2)
Visitor permits may be issued for each residential
structure to any street or portion thereof upon which parking is restricted
by this section for use by visitors to a resident of a residential
dwelling unit within such structure. Such visitor permits must be
obtained by and issued to the owner of the structure and will be valid
for a period of one year in cases of owner-occupied structures and
six months in cases of non-owner-occupied structures. Such permits
may be issued for succeeding years or months as needed.
D. Responsibility to traffic rules and regulations. A
resident parking permit does not exempt a resident from obeying all
traffic rules and regulations, including but not limited to too close
to stop signs, intersections and alternate side.
E. Limited distance. The visiting permits shall be valid
within a reasonable distance from the address for which the permit
is issued.
F. Schedule of streets for residential parking permit.

G. Hours for residential parking permit. In accordance
with the provisions of this chapter, no vehicles shall be parked between
the hours of 7:00 a.m. and 3:00 p.m. Monday through Friday.
H. Violations and penalties. Violations and penalties are provided for in §
106-48 of the Code of the Borough of Runnemede.
