There is hereby created a seven-person Town
of Holland Plan Commission in accordance with § 62.23, Wis.
Stats.

The Plan Commission shall be composed of the Town Chairperson,
a Town Supervisor, and five additional citizen members of recognized
experience and qualifications.
A. Town Chairperson. The Town Chairperson shall be the chairperson of
the Plan Commission unless the Town Chairperson recommends to the
Town Board and the Town Board approves by a simple majority vote that
the Town Supervisor serving on the Plan Commission serve as chairperson
of the Plan Commission. The Town Chairperson and the Supervisor serving
on the Plan Commission may vote on such a motion. Should there be
a vacancy in the office of the Town Chairperson, the seat of such
person on the Town Plan Commission shall remain vacant until a new
Town Board Chairperson has taken office. If the Town Chairperson was
also serving as the chairperson of the Plan Commission, the Town Board
may appoint the Supervisor serving on the Plan Commission as the interim
chairperson of the Plan Commission by simple majority vote. If such
action is not taken by the Board, the Plan Commission shall appoint
an interim chairperson at the beginning of each Plan Commission meeting.
B. Town Supervisor. The Town Supervisor representative to the Plan Commission shall be elected by a simple majority vote of the Town Board at the first Town Board meeting in the month of April of each year. If the person so elected ceases to be a member of the Town Board of Supervisors, the remaining members of the Town Board shall select a successor to serve on the Plan Commission until the following April. If the Supervisor who ceased being a member of the Town Board also served as the chairperson of the Plan Commission, the Town Board Chairperson shall serve as chairperson of the Plan Commission as provided in §
85-2A.
C. Citizen members. The five citizen members of the Plan Commission
shall be elected by the Town Board of Supervisors upon the nomination
by the Town Board Chairperson. The term of office shall be for three
years ending on April 30, with elections to be held the first Town
Board meeting in April of the year in which the member's term expires.
D. Clerk. The Town Board shall appoint by simple majority vote a person
to serve as clerk of the Plan Commission. The appointed Plan Commission
Clerk may, but is not required to, be a member of the Plan Commission.
The Plan Commission shall have the duties and authority set forth by state law at § 62.23, Wis. Stats., and by Town ordinance in Chapter
330, Zoning, of the Code of the Town of Holland, including the authority to issue conditional use permits.
The Plan Commission shall have no budgetary
authority to employ legal, engineering, or other expert services without
advance approval by the Town Board.

Members of the Plan Commission shall be reimbursed for actual
and necessary expenditures incurred in the performance of their duties
if they submit expense reports to the Town Clerk pursuant to the practices
and procedures of the Town Board. Members of the Plan Commission shall
be paid for their services in the form of a per diem as fixed by the
Town Board.
