As used in this article, the following words and phrases shall have the stated meanings:
HANDICAPPED
A disadvantage that makes achievement unusually difficult.
HIGHWAY
The entire width between the boundary lines of every way publicly maintained when any part thereof is open to the use of the public for purposes of vehicular travel.
PARK OR PARKING
The standing of a vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading merchandise or passengers.
SEVERELY DISABLED PERSON
A person who has limited or no use of one or both lower limbs or has a neuromuscular dysfunction which severely limits mobility or has a physical or mental impairment or condition, certified by a physician, of such nature as to prevent such person from getting around without great difficulty or is blind.
STAND OR STANDING
The stopping of a vehicle, whether occupied or not, otherwise than temporarily, for the purpose of and while actually engaged in receiving or discharging passengers.
STOP OR STOPPING
When prohibited, means any halting, even momentarily, of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic control sign or signal.
The parking, standing or stopping of motor vehicles upon the streets, roads and highways in the Town of Richmond shall be regulated and restricted as the Town Board shall provide by resolution.
A. 
Upon the adoption of any resolution regulating or restricting such parking the Town Board shall cause to be erected in the area or areas where such regulations or restrictions are imposed appropriate signs indicating such regulations or restrictions shall subject the violator to the penalties hereinafter provided.
B. 
All signs erected prior to the effective date of this article indicating a regulation or restriction on parking are hereby continued in full force and effort and shall subject the violator to the penalties hereinafter provided.
A. 
When stopping is prohibited by any resolution adopted pursuant to this article, no person shall stop, stand or park a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic control sign or signal.
B. 
When standing is prohibited by any resolution adopted pursuant to this article, a person shall not stand or park a vehicle, whether occupied or not, but may stop temporarily for the purpose of and while actually engaged in receiving or discharging passengers.
C. 
When parking is prohibited by any resolution adopted pursuant to this article, a person shall not park a vehicle, whether occupied or not, but may stop or stand temporarily for the purpose of and while actually engaged in loading or unloading merchandise or passengers.
D. 
When official signs have been posted prohibiting, restricting or limiting the stopping, standing or parking of a vehicle on any highway, no person shall stop, stand or park any vehicle in violation of the restrictions stated on such signs.
It shall be a violation for any person to stop, stand or park a vehicle in any area designated as a place for handicapped parking unless the vehicle bears a permit issued under § 1203-a or a registration issued under § 404-a of the Vehicle and Traffic Law of the State of New York and such vehicle is being used for the transportation of a severely disabled or handicapped person. This section shall not apply to a violation of § 1203-c of the Vehicle and Traffic Law of the State of New York.

Any person who violates this article shall be guilty of a violation, and upon conviction thereof, shall be subject to a fine of not less than $100, and not more than $500 in the event of a violation of § 186-5, and a fine not to exceed $100 for any other violation of this article.
