A. 
This article shall be known and may be cited as the "Upper Southampton Township Park and Recreation Board Ordinance."
B. 
The purpose of this article is to create and establish a Park and Recreation Board for the Township of Upper Southampton.
A. 
There is hereby created and established in the Township of Upper Southampton, Bucks County, Pennsylvania, a Recreation Board to be known as the "Upper Southampton Park and Recreation Board" (hereinafter referred to as the "Board") consisting of five members, of whom shall reside in the Township and shall be appointed by the Board of Supervisors.
B. 
Each member shall serve for a term of five years or until their successors are appointed, which term shall expire on the first Monday in January. One vacancy shall occur on the first Monday of January in 2001, 2002, 2003, 2004 and 2005.
C. 
Members of the Board shall serve without pay. All persons appointed shall serve their full terms unless voluntarily resigned or removed by the Supervisors for dereliction or neglect of duty. Vacancies on such Board occurring other than by expiration of term shall be for the unexpired term and shall be filled in the same manner as original appointments.
A. 
The members of the Board shall elect a Chairman and Secretary and select all other necessary officers to serve for a period of one year from the first Monday in January of each year.
B. 
The Board shall meet as often as shall be required to perform its duties.
A. 
The Board shall advise and make recommendations to the Board of Supervisors with regard to the supervision, regulation, equipping and maintaining of Township-funded recreation programs and facilities.
B. 
It shall be the duty of the Board to submit an annual report to the Township Supervisors including an analysis of the community park and recreation areas and facilities, with particular reference to the extent and adequacy of the program and its effectiveness in view of the public expenditure involved and the public needs to be met.
