Off-street parking spaces shall be provided and satisfactorily maintained in accordance with the following provisions for each building which, after the effective date of this chapter, is erected, enlarged, or altered for use for any of the following purposes in any district, and in all instances commercial and industrial uses shall provide adequate parking spaces for the maximum number of simultaneous employees on the various work shifts:
Uses 1 and 2
Agriculture: One off-street parking space for each employee.
Use 3
Crop farming: None required.
Use 4
Retail greenhouse and nursery: One space per 425 square feet of gross floor area up to 2,500 square feet and one space per every 800 square feet of gross floor area over 2,500 square feet; plus one additional space per employee.
Use 5
Detached dwelling unit: Two off-street parking spaces for each dwelling.
Uses 6, 8 to 11
Conversions, twin singles, townhouses, duplex and twin duplex: 2.5 off-street parking spaces for each dwelling.
Use 12
Apartments
(1)
Efficiency: 1.5 spaces/unit.
1-bedroom: 1.75 spaces/unit.
2-bedroom: 2.5 spaces/unit.
3-bedroom: 3.5 spaces/unit.
4-bedroom: 4.5 spaces/unit.

The parking ratio for apartments may be reduced by the Board of Supervisors (e.g., for elderly tenants) to 0.50 if the applicant provides proof annually that the subject use needs fewer spaces than those required by the chapter. If at any time the Supervisors deem such a reduction is no longer valid, the parking as required by § 185-47 under Use 12(1) must be provided. A note to this effect shall be included on the final and recorded plans of a use requesting this reduction.
Use 13
Rooming house: 2.3 off-street parking spaces for the primary dwelling unit plus 1.15 spaces for each room available for rent.

Religious uses: One off-street parking space for each five seats provided for patron use or at least 1.25 off-street parking spaces for each 50 square feet of gross floor area used or intended to be used for service to patrons, guests or members, whichever requires the greater number of off-street parking spaces, plus one additional space for each full-time nonresident employee.

Schools:
Kindergarten and elementary school: One off-street parking space for each faculty member and employee plus one space per two classrooms and offices.
Junior high school: One off-street parking space for each faculty member and employee plus one space per two classrooms and offices.
Senior high school: One off-street parking space for each faculty member and employee plus one space per 10 students of projected building capacity.
College and junior college: As the Board of Supervisors shall determine.
Use 17
Cultural facilities: One space per six seats or one space per 200 square feet of gross floor area where no seats are provided.
Use 18
Community center: One off-street parking space for each 75 square feet of gross floor area, plus one additional space for each full-time employee.
Use 19
Day nursery: At least 1.75 off-street parking spaces for each teacher, administrator or maintenance employee.

Older adult daily living center: One off-street parking space for each six persons that the facility is licensed to accommodate plus one off-street parking space for each employee. In addition, one parking space shall be provided as a dropoff/pickup space for each 15 persons that the facility is licensed to accommodate, with a minimum of three dropoff/pickup spaces. Each dropoff/pickup parking space shall be clearly marked as such. In addition, an on-site area shall be provided for bus loading and unloading, said area shall not interfere with required off-street parking spaces.
Uses 20 and 21
Public or private recreational facility: One off-street parking space for each four persons of total capacity.
Use 22
Private club or lodge: One and one quarter off-street parking spaces for each 50 square feet of gross floor area used or intended to be used for service to customers, patrons, clients, guests or members, whichever requires the greater number of off-street parking spaces, plus one additional space for each full-time employee.
Use 23
Nursing home: One and one half off-street parking spaces for each two patient beds, plus at least one additional off-street parking space for each staff and visiting doctor; plus one additional off-street parking space for each employee (including nurses), on the two major shifts.
Uses 24 and 26
Business, professional or governmental offices: One off-street parking space for each 250 square feet of gross floor area, plus one additional space for each full-time employee.
Use 24A
Massage therapy establishment and alternative therapy establishment. Shall meet the parking requirements of Use 41 when located in a shopping center. If not located in a shopping center (Use 41), then a minimum of four parking spaces for up to two work stations plus one additional parking space for each work station over two workstations is required.

Banks: One off-street parking space for each 75 square feet of gross area used or intended to be used for servicing customers; plus one additional space for each full-time employee.

Retail stores selling pornographic materials: Five and one-half spaces per 800 square feet of gross floor area. Employee parking is included in this ratio.

Sale of fireworks: one off-street parking space for each 75 square feet of gross floor area.

Restaurant
Without drive-in service: One off-street parking space for each 75 square feet of floor area used or intended to be used for servicing customers, plus one additional off-street parking space for each employee.
With drive-in service: One off-street parking space for every three seats or one off-street parking space for every 75 square feet of gross floor area, whichever is greater, plus one additional off-street parking space for each employee.
Use 35
Trade or professional school: One and one quarter off-street parking spaces per faculty member and employee plus one additional space per two nonresident students plus one space per four resident students if residents are permitted to have cars.
Use 36
Mortuary: One off-street parking space for each three seats provided for patron use or at least one off-street parking space for each 50 square feet of gross floor area used or intended to be used in the operation of the establishment, whichever requires the greater number of off-street parking spaces, plus one additional space for each full-time employee.

Gasoline service station: One off-street parking space for every 250 square feet of gross floor area or 2.5 off-street parking spaces for each service bay, whichever is larger, plus one space for each full-time employee. Said off-street parking spaces are not to be a part of, nor interfere with, the accessways to the pumps.

Auto repair, truck repair and body shop: One off-street parking space for every 250 square feet of gross floor area or 2.5 off-street parking spaces for each service bay, whichever is larger, plus one space for each full-time employee.

Sale of automotive accessories: One off-street parking space for each 125 square feet of gross floor area, plus one additional space for each full-time employee.

Tourist homes, motels and hotels: One and one quarter off-street parking spaces for each rental unit, plus one space for each full-time, employee, plus the required parking spaces for accessory uses, if any, as set forth herein for such uses.

Shopping centers: Five and one half parking spaces for each 1,200 square feet of gross floor area. Employee parking is included in this ratio.

Automobile sales agency: One off-street parking space for each automobile displayed for sale, plus one additional space for every full-time employee, plus one additional space for each 75 square feet of gross area used or intended to be used for servicing customers or for the repair of automobiles.

Transportation facilities: Off-street parking spaces as the Board of Supervisors shall determine adequate to serve customers, patrons, visitors, employees and vehicles normally parked on the premises.

Communication facilities, supply and sanitary utilities: Three off-street parking spaces at each terminal or substation plus one space for each full-time employee.
Use 50
Fire station: Four off-street parking spaces for each fire truck where no community room is part of the building, or, where a community room is provided, two off-street parking spaces for each 75 square feet of gross floor area.
Uses 51 and 52
Wholesale business and warehousing: Four off-street parking spaces for each four employees on the largest shift or one off-street parking space for every 400 square feet of gross floor area, whichever is greater, plus one space for each company vehicle normally stored on the premises.
Uses 53 and 54
Manufacturing, research, testing or experimental laboratory: Four off-street parking spaces for each four employees on the largest shift or one off-street parking space for every 500 square feet of gross floor area, whichever is greater, plus one space for each company vehicle normally stored on the premises.
Use 53A
Medical marijuana grower/processor. One space per 3,000 square feet of gross floor area.

A. 
Existing parking. Structures and uses in existence at the date of adoption of this chapter shall not be subject to the requirements of this so long as the kind or extent of use is not changed, provided that any parking facility now serving such structures or uses shall not in the future be reduced below such requirements.
B. 
Change in requirements. Whenever there is an alteration of a structure or a change or extension of a use which increases the parking requirements according to the standards of § 185-47, the total additional parking required for the alteration, change or extension shall be provided in accordance with the requirements of that section.
C. 
Conflict with other uses. No parking area shall be used for any use that interferes with its availability for the parking need it is required to serve.
D. 
Continuing character of obligation. All required parking facilities shall be provided and maintained so long as the use exists which the facilities were designed to serve. Off-street parking facilities shall not be reduced in total extent after their provision, except upon the approval of the Zoning Hearing Board and then only after proof that, by reason of diminution in floor area, seating area, the number of employees, or change in other factors controlling the regulation of the number of parking spaces, such reduction is in conformity with the requirements of this article. Reasonable precautions shall be taken by the owner or sponsor of particular uses to assure the availability of required facilities to the employees or other persons whom the facilities are designed to serve. Such facilities shall be designed and used in such a manner as to at no time constitute a nuisance, or a hazard, or unreasonable impediment to traffic.
E. 
Joint use of parking spaces.
(1) 
Two or more uses may share a common parking area provided the total spaces equal or exceed the sum of the spaces required for each use individually. However, the Zoning Hearing Board may approve a joint parking plan which permits a reduction in this total subject to the following:
(a) 
A written report shall be prepared by the applicant which clearly demonstrates that one or more uses require parking at times when other uses in the building or complex are not normally in operation and, therefore, the uses could share parking, thus reducing the total spaces that otherwise would be required for all uses.
(b) 
Not more than 50% of the required parking spaces for any one use shall be supplied jointly with other uses, except that up to 100% of the spaces for a place of worship or school may be supplied jointly with another use.
(c) 
All uses shall be located within 600 feet of the joint parking spaces and connected by safe pedestrian access.
(d) 
A written agreement shall be executed with the Township assuring the continued availability of the joint parking spaces to all proposed uses.
(2) 
This joint parking provision shall not apply to shopping centers.
(3) 
Any change or expansion of the uses sharing the joint parking area shall require a new review by the Zoning Hearing Board and may result in additional spaces being required and a revised agreement with the Township.
(4) 
Continued compliance with approved joint parking plan is a condition of occupancy; any violation thereof may result in the suspension or revocation of the certificate of occupancy.
F. 
Fractional spaces. Where the computation of required parking space results in a fractional number, any fraction of the next highest number shall be counted as one.
G. 
Location of parking spaces.
(1) 
Required off-street parking spaces shall be on the same lot or premises with the principal use served, or where this requirement cannot be met, the Zoning Hearing Board may approve a plan for providing all or some of the required off-street parking spaces on a lot other than where the principal use is located, provided that:
(a) 
Both lots are held in the same ownership, or a lease has been executed for the spaces which guarantees their availability for as long as the use exists. Evidence of ownership or a copy of the lease shall be filed with the Township.
(b) 
The off-site parking spaces are located within 600 feet from the principal use and connected by a safe pedestrian walkway.
(c) 
The continued availability of the approved off-site parking shall be a condition of occupancy for the principal use which they serve; any violation thereof may result in the suspension or revocation of the principal use's certificate of occupancy.
(2) 
No parking will be permitted in the required front yard in the CC, CI, and LI Districts.
H. 
Maintenance of parking areas. For parking areas of three or more vehicles the area not landscaped and so maintained, including driveways, shall be graded, surfaced with asphalt or other suitable material, and drained to the satisfaction of the Township Engineer to the extent necessary to prevent dust, erosion, or excessive water flow across streets or adjoining property. All off-street parking spaces shall be marked so as to indicate their location.
The design standards specified in Chapter 160, Subdivision and Land Development, shall be required for all off-street parking facilities with a capacity of three or more vehicles built after the effective date of this chapter.
Every department store, freight terminal or railroad yard, hospital, retail establishment, storage warehouse or wholesale establishment, sanitarium, industrial plant, or manufacturing establishment exceeding 6,000 square feet shall have at least one off-street loading space at the side or rear only.[1]

In order to prevent the establishment of a greater number of parking spaces than is actually required to serve the needs of nonresidential uses, the Board of Supervisors, after consulting with the Planning Commission and Township Engineer, may permit a conditional reduction of parking space if the following conditions are satisfied:
A. 
The design of the parking lot, as indicated on the land development plan, must designate sufficient space to meet the parking requirements of this chapter. The plan shall also illustrate the layout for the total number of parking spaces.
B. 
The conditional reduction shall provide for the establishment of no less than 80% of the required number of parking spaces, as specified in this chapter. This initial phase of the parking provision shall be clearly indicated on the plan.
C. 
The balance of the parking area conditionally reserved shall not include areas for required buffer yards, setbacks, or areas which would otherwise be unsuitable for parking spaces due to the physical characteristics of the land, or other requirements of this chapter. This parking area which is reserved shall be located and have characteristics so as to provide amenable open space should it be determined the additional parking spaces are not required. The developer shall provide a landscaping plan for the reserved area with the land development plan.
D. 
The developer shall enter into a written agreement with the Board of Supervisors that, after one year following the issuing of the last occupancy permit, the additional parking spaces shall be provided at the developer's or owner's expense should it be determined the required number of parking spaces are necessary to satisfy the need of the particular land development.
E. 
At the time of the above stated agreement, the developer or owner shall post a performance bond or other securities to cover the expense of a traffic study to be undertaken by a registered traffic engineer of the Board of Supervisors choosing who shall determine the advisability of providing the full parking requirement. With recommendations of the traffic engineer, the Township Engineer and the Planning Commission, the Board of Supervisors shall determine if the additional spaces shall be provided by the developer or if the area shall remain as open space.
F. 
Land which has been determined and designated by the Board of Supervisors to remain as open space rather than as required parking shall not be used to provide parking spaces for any additional stores or expansion of the use but shall remain as open space.
