With the exception of "mobile home," "mobile home lot," and
"mobile home park," the following definitions pertain specifically
to mobile homes and related facilities:
That department or those departments, state or county, charged
with the regulation, authorization, and control and licensing of mobile
home parks.
Written approval, in whatever form, as issued by the appropriate
health authorities, authorizing a person to operate and maintain a
mobile home park.
A transportable building intended for permanent occupancy
as a single-family dwelling, office, or place of assembly, contained
in one unit, or in two units, each having separate and individual
sets of axles, designed to be joined into one integral unit capable
of again being separated for repeated towing, which arrives at a site
complete and ready for occupancy, except for minor and incidental
unpacking and assembly operations, and constructed so that it may
be used without a permanent foundation, i.e., a double-wide mobile
home, not modular home. No home occupation is permitted within a mobile
home.
A parcel of land in a mobile home park, improved with the
utility connections and other appurtenances necessary for the erection
thereon of a single mobile home, which said lot is leased by the park
owner to the occupants of the mobile home erected on the lot.
A parcel of land under single ownership, which has been planned
and improved for the placement of mobile homes for nontransient use,
consisting of two or more mobile home lots.
Any individual, firm, trust, partnership, public or private
association or corporation, or other entity.
A vehicle which may be towed or driven on the public highways
without a special hauling permit, and which is designed for human
occupancy under transient circumstances, such as camping, travel,
or other recreation, sometimes variously known as a "trailer" or a
"camper."
A structure housing operation, office, recreational, park
maintenance, and other similar facilities.
Consists of all pipes, fittings and appurtenances from the
drain outlet of the mobile home to the inlet of the corresponding
sewer riser pipe.
That portion of the sewer lateral that extends vertically
to the ground elevation and terminates at each mobile home space.
Consists of all pipes, fittings, and appurtenances from the
water riser pipe to the water inlet pipe of the distribution system
within the mobile home.
That portion of the water service pipe which extends vertically
to the ground elevation and terminates at a designated point at each
mobile home lot.
Consists of all pipes, fittings, valves and appurtenances
from the water main of the park distribution system to the water outlet
of the distribution system within the mobile home.
702.1
Permits required. No person shall construct, expand or operate
any mobile home park or later construct or cause to be occupied any
additional mobile home lots therein or adjacent thereto or as part
thereof within the limits of Uwchlan Township unless he holds a valid
permit issued by Uwchlan Township.
702.2
Application to Uwchlan Township. The application procedure shall
comply with the application provisions set forth in this ordinance.
The applicant shall submit to the Board of Supervisors, at least 10
working days prior to its regular meeting, an application for a permit
to construct and operate a mobile home park in Uwchlan Township. The
said application shall be on forms prescribed by the Township and
shall contain all of the information necessary to demonstrate compliance
with all of the terms of this ordinance. The application shall be
accompanied by:
a.
Plans, prepared by a licensed professional engineer or surveyor,
showing the information required in §§ 703.3 and 703.4
of this ordinance.
b.
Copies of the applications and approvals and/or licenses of the Chester
County Health Department and all other approvals issued by any state
or county agencies or offices necessary for the construction and operation
of the mobile home park and the water and sewer facilities attendant
thereto.
c.
A sedimentation and erosion control plan approved by the Department
of Environmental Protection or the Chester County Conservation District,
as applicable.
d.
The proper fee for application review.
e.
Five copies of the application shall be filed with the Township.
702.3
Inspection and issuance of permit. Upon receipt of the application,
the Uwchlan Township Board of Supervisors shall retain one copy in
its files and forward the following: one copy to the Township Department
of Building and Inspections, one copy to the Township Engineer, three
copies to the Uwchlan Planning Commission, and one copy to the Chester
County Planning Commission. All of the foregoing shall review the
said plans and submit a written report to the Board of Supervisors,
which, upon examination of the application and reports and, if deemed
necessary by the Board of Supervisors, the inspection of the premises
and the holding of public hearings as outlined within § 806
of the Township Zoning Ordinance, shall approve, subject to the conditions,
or deny the plan in whole or in part. After approval of the application
at a public meeting or approval subject to such conditions as are
agreeable to the applicant, the Township Department of Building and
Inspections shall issue the proper permits for construction of the
said park, and after construction, if upon inspection the Township
Department of Building and Inspections deems that the park, as constructed,
complies with the terms of the approval and this ordinance, shall
issue use and occupancy permits for the same and a mobile home park
operator's license for the calendar year. Final action shall be taken
within 90 days after the public meeting at which the Board of Supervisors
received the application.
702.4
Annual renewal permits to operate a park. Renewal permits for
operation for a one-year period shall be issued by said officer upon
furnishing proof by the applicant that his park continues to meet
the standards prescribed by this and other applicable ordinances of
Uwchlan Township.
702.5
Fees. Each application for a new or a renewal permit shall be
accompanied by payment of an inspection fee in such amount as the
Board of Supervisors shall, by resolution, from time to time establish.
In addition to the inspection fee set forth above, the applicant shall
pay to the Township an amount equal to the statutory allowed costs,
fees, expenses and charges incurred by the Township for professional
services in the review of any application.
702.6
Limited applicability to existing parks. Owners of mobile home
parks in existence on the effective date of this ordinance shall be
entitled, upon presentation of current licenses from all state, county
and regional authorities governing mobile home park construction or
operation, to a permit for the number of mobile home lots actually
currently occupied or which have been previously legally approved
as of the effective date of this ordinance. Any extension or expansion
to a mobile home park after the effective date of this ordinance shall
conform in all manners and respects to the provisions of the ordinance
as well as the Zoning Ordinance of Uwchlan Township.
703.1
A mobile home park shall neither be constructed/operated on
any lands designated as floodplain, as defined in the Uwchlan Township
Zoning Ordinance, nor on land with slopes in excess of 20%, unless
the applicant can show conformance to all appropriate provisions of
the Uwchlan Township Zoning and Subdivision and Land Development Ordinances.
703.2
No mobile home park plan shall be approved unless all streets,
which are required to be private, shown thereon, are of sufficient
width and proper grade and otherwise conform in all respects with
the other provisions of this ordinance.
703.3
When a mobile home park plan is submitted, it shall include
the following items:
a.
Tract boundaries.
b.
Location of tract.
c.
North point or arrow.
d.
Streets on and adjacent to the tract, properly named or identified.
e.
Significant topographical and physical features.
f.
Proposed street layout.
g.
Proposed lot layout.
h.
Elevation contours at intervals of two feet shall be provided. United
States Geological Survey ten-foot contour data will only be accepted
for sketch plans.
i.
The seal of a licensed professional engineer or surveyor.
j.
Soil type overlays. Provided that the Board of Supervisors deems
it necessary as recommended by the Township Engineer, the Board may
require field delineation of soil types of the entire tract or critical
portion thereof.
k.
A plan demonstrating the supply and distribution of water within
the site.
l.
A plan showing the collection and disposition of sewage within the
site.
m.
A plan or narrative showing the means of fire protection.
n.
A plan or narrative showing the means of fuel supply.
o.
A plan or narrative showing the means of refuse and recycling collection,
storage, and disposal.
703.4
The plans shall be accompanied by an application for approval
of the plan on the prescribed form. The plans shall be clearly legible
paper prints at a scale not less than one inch equals 100 feet and
shall contain the following information:
a.
The proposed name of the mobile home park or identifying title.
b.
The date, scale, and North arrow.
c.
The names and addresses of the owner of the land; of the developer,
if other than owner; and of the engineer or surveyor, including his
seal.
d.
The boundary lines of the tract containing the mobile home park,
accurate in scale and bearing the names of adjoining subdivisions
and/or owners of record of adjoining land.
e.
The name, location and width of all existing and proposed streets,
alleys, easements, parks and other public open spaces.
f.
All proposed dwelling sites must be numbered and shown.
g.
All streets, roads, highways, or parcels of land proposed to be dedicated
or reserved to the public use, together with the conditions of such
dedication or reservation, shall be shown on the plan.
h.
The location of any proposed curbs, sidewalks, drainage structures,
or other improvements to be made by the developer.
i.
The plan shall also show the physical features or present improvements
that affect the layout of lots and streets. Such features include
location of any present buildings, high-tension line towers or pipelines
within the tract, existing water mains or sewer lines, watercourses,
marshes, gullies, tree masses, and steep slopes.
j.
Where the plan covers only a part of the developer's entire holding,
a sketch plan of the balance of the tract shall be submitted of the
prospective street layout for the remainder.
704.1
Transfer of ownership. Every person holding a permit shall file
notice in writing with the Township within 10 days after having sold,
transferred, given away or otherwise disposed of interest in or control
of any mobile home park.
704.2
Suspension. Whenever, upon inspection of any mobile home park,
it is determined that conditions or practices exist which are in violation
of any provision of this ordinance or any regulation adopted pursuant
thereto, the Township Department of Building and Inspections shall
give notice in writing, in accordance with § 715.1 herein,
to the person holding the certificate advising him that unless such
conditions or practices are corrected within such time as shall be
specified in the said notice, the license to operate the mobile home
park shall be suspended.
704.3
Registration of occupants.
a.
Every mobile home park owner or operator shall maintain a register
containing a record of all mobile homes and occupants using the mobile
home park. Such register shall be available to any authorized person
inspecting the park and shall be preserved for a period of three years.
Such register shall contain:
b.
In addition to the foregoing and not in substitution thereof, no
mobile home shall be removed from any mobile home park unless and
until the park operator and/or owner of the mobile home shall have
first obtained from the Township Tax Collector and the Township Earned
Income Tax Collector certificates that all taxes imposed upon the
mobile home and/or the occupants thereof, as well as all earned income
taxes imposed, have been paid and satisfied and all returns required
by any applicable law or ordinance have been filed.
705.1
Inspections. An authorized representative of Uwchlan Township
shall inspect a mobile home park yearly (and at such other times as
may appear necessary or proper) to determine compliance with this
ordinance.
705.2
Inspector. The Code Enforcement Officer or Assistant Code Enforcement
Officer is hereby designated as the person to make such inspections.
Another or additional inspectors may also be authorized to make inspections
or additional inspections at the discretion of the Township Supervisors.
705.3
Authorization to act. The Code Enforcement Officer shall, upon
determination of any violation of this ordinance, issue notice thereof
as provided in § 715.1 herein. Any person affected by such
notice may appeal to the Board of Supervisors under the provisions
of § 715.2 herein.
706.1
Minimum park area. A mobile home park shall have a gross area
of at least five contiguous acres of land.
706.2
Site location. The location of all mobile home parks shall comply
with the following minimum requirement: be located in a zoning district
where mobile home parks are a permitted use under the terms of the
Uwchlan Township Zoning Ordinance.
706.3
Site drainage requirements.
a.
The site drainage shall comply with the provisions of this ordinance
and the Township Stormwater Management Ordinance.
b.
Surface water collectors and other bodies of standing water collectors
capable of breeding mosquitoes and other insects shall be eliminated
or controlled in a manner approved by the Pennsylvania Department
of Environmental Protection and/or Chester County Health Department.
706.4
Soil and ground cover requirements. Exposed ground surfaces
in all parts of every park shall be paved or covered with stone screenings
or protected with a vegetative growth that is capable of preventing
soil erosion and the emanation of dust during dry weather.
706.5
Required setbacks, buffer strips, and screenings.
a.
There shall be a minimum mobile home building setback line of 25
feet from interior roadway rights-of-way.
b.
Mobile homes shall be located on each mobile home lot so that there
will be not less than 10 feet to any other mobile home or structure
within the park.
(1)
Except individual storage structures not to exceed 200 feet
square feet as an accessory structure for the personal use of the
occupants of the mobile home shall not be less than five feet to any
other mobile home or building within the park.
c.
All mobile home parks shall be required to provide visual screening,
such as fence or natural growth, along the property boundary line
in accordance with § 608 of the Township Zoning Ordinance.
706.6
Erection of mobile homes.
a.
An enclosure of compatible design and material shall be erected around
the entire base of each mobile home. Such enclosure shall provide
sufficient ventilation to inhibit decay and deterioration of the structure.
Such enclosure shall be installed within 90 days of the placement
of any mobile home.
b.
The standard of construction for mobile homes not state-certified
and the construction of all concrete patios, decks, and accessory
structures shall be in accordance with the applicable portions of
the Uwchlan Township Building Code.
706.7
Park street system:
a.
General requirements. A safe and convenient vehicular access shall
be provided from adjacent public streets or roads.
b.
Access. The entrance road, or area, connecting the park with a public
street or road shall have a minimum pavement width of 25 feet for
50 feet from the public street right-of-way and have a curb radius
of 35 feet. Clear sight distance shall be provided for the entrance
road in accordance with § 502.9 of this ordinance. Curbs
shall be provided at the entrance intersection in accordance with
§ 502.8.f and § 602.2 of this ordinance.
c.
Internal streets. Surfaced roadways shall be of adequate width to
accommodate anticipated traffic and in any case shall meet the following
minimum requirements:
(1)
A minimum road pavement width of 22 feet will be required. No
on-street parking is permitted. Clear sight distance shall be provided
at all internal intersections in accordance with § 502.9
of this ordinance.
(2)
Dead-end streets shall be provided at the closed end with a
turnaround having an outside roadway radius of at least 40 feet.
d.
Street layout and construction. All streets and street signage shall
be laid out and constructed in accordance with this ordinance. Addressing
shall be completed by the Township, and addresses must be posted according
to the Township Addressing Ordinance.
706.8
Off-street parking areas. A paved off-street parking area for
three motor vehicles shall be provided for each mobile home. Areas
for off-street guest parking shall be dispersed throughout the park
and shall be either paved, gravel or other impervious material.
706.9
Walks.
a.
Common walk system. Where pedestrian traffic is concentrated and
a common walk system is provided, such common walks shall have a minimum
width of six feet and be constructed of bituminous material.
b.
Individual walks. All mobile home lots shall be connected to common
walks, or to streets, or to driveways or parking spaces connecting
to a paved street. Such individual walks shall have a minimum width
of two feet.
(1)
Individual walks must be constructed within 60 days of the issuance
of a use and occupancy permit for the mobile home. The owner may request
an extension of this time period by up to 90 days due to freezing
weather conditions from the Uwchlan Township Department of Building
Safety.
706.10
Construction of mobile home lot.
a.
The total number of lots in a park shall not exceed an average density
of four per acre of land within the mobile home park, unless the Zoning
Ordinance requires a lesser density, which said park shall, for these
purposes, be defined as being bounded by the public roads abutting
the same, any zoning district boundary lines adjacent to a zoning
district within which mobile home parks are not a permitted use, and
property lines of the applicant. Where a public road passes through
the mobile home park, the same, for the purpose of the density computations,
shall be deemed to create separate mobile home parks on either side
of the public road, and each shall be limited by density computations
separate and distinct from the other.
b.
Each mobile home lot shall be in accordance with the requirements
of the applicable provisions of the Uwchlan Township Building Code.
706.11
Recreational area. If a recreational area, or areas, is provided,
these facilities shall be maintained within the park for the use of
all park residents by the mobile home park permit holder.
706.12
All mobile homes shall have a four-inch concrete patio at least
eight feet by 10 feet in size, which shall be immediately contiguous
to an entrance of the home, or a wood deck built in compliance with
the Township Building Code may be interchanged with the concrete patio.
707.1
General requirements. Water supply shall be public and in accordance
with the standards of AquaPA.
707.2
Individual water riser pipes and connections.
a.
Individual water riser pipes shall be located at a point where the
water connection will approximate a vertical position, thereby ensuring
the shortest water connection possible and decreasing susceptibility
to water pipe freezing.
b.
The water riser pipe shall have a minimum inside diameter of 3/4
inch and terminate at least four inches above the ground surface.
The water outlet shall be provided with a cap when a mobile home does
not occupy the lot.
c.
Adequate provisions shall be made to prevent freezing of service
lines, valves and riser pipe and to protect risers from heaving and
thawing actions of ground during freezing weather. Surface drainage
shall be diverted from the location of the riser pipe.
d.
A shutoff valve below the frost line shall be provided near the water
riser pipe on each mobile home lot. Underground stop and waste valves
are prohibited, unless their type of manufacture and their method
of installation are approved by the Township.
Sewage disposal shall be to a treatment facility acceptable
to the Township Board of Supervisors and shall be in accordance with
the Act 537 Sewage Facilities Plan as approved by the Township.
Every park shall contain an electrical wiring system consisting
of wiring, fixtures, equipment, and appurtenances, which shall be
installed and maintained in accordance with applicable provisions
of the Uwchlan Township Building Code and shall be installed underground.
The storage, collection, and disposal of refuse and recycling
in the mobile home park shall be so conducted as to assure that collection
areas are adequately screened from view, create no health or safety
hazards, and that the storage is conducted in sealed containers.
Grounds, buildings, and structures shall be maintained free
of insect and rodent harborage and infestation.
712.1
Natural gas system.
a.
Natural gas piping systems, when installed in mobile home parks,
shall be maintained in conformity with accepted engineering practices.
b.
Each mobile home lot provided with piped gas shall have an approved
shutoff valve installed upstream of the gas outlet. The outlet shall
be equipped with an approved cap to prevent accidental discharge of
gas when the outlet is not in use.
c.
Installation shall comply with the Uwchlan Township Building Code,
the National Fire Protection Association (NFPA), and any other authorities
having jurisdiction.
712.2
Liquefied petroleum gas systems.
a.
Liquefied petroleum gas systems provided for mobile home service
buildings or other structures when installed shall be maintained in
conformity with the rules and regulations of NFPA and other authorities
having jurisdiction and shall include the following:
(1)
Systems shall be provided with safety devices to relieve excessive
pressures and shall be arranged so that the discharge terminates at
a safe location.
(2)
Systems shall have a least one accessible means for shutting
off gas. Such means shall be located outside the mobile home and shall
be maintained in effective operating condition.
(3)
All liquid petroleum gas (LPG) piping outside of the mobile
homes shall be well supported and protected against mechanical injury.
Undiluted liquefied petroleum gas in liquid form shall not be conveyed
through piping equipment and systems in mobile homes.
(4)
Vessels of more than 12 and less than 60 U.S. gallons' gross
capacity shall be securely, but not permanently, anchored to prevent
accidental overturning.
(5)
No LPG vessel shall be stored or located inside or beneath any
storage cabinet, carport, mobile home, or any other structure, unless
such installations are specially approved by the authority having
jurisdiction.
712.3
Fuel oil supply systems.
a.
All fuel oil supply systems provided for mobile homes, service buildings
and other structures shall be installed and maintained in conformity
with the standards of the Township Fire Marshal and other authorities
having jurisdiction, when provided.
b.
All piping from outside fuel storage tanks or cylinders to mobile
homes shall be securely, but not permanently, fastened in place. When
the storage tank is separated from the home, piping shall be buried
six inches.
c.
All fuel oil supply systems provided for mobile homes, service buildings
and other structures shall have shutoff valves located within five
inches of storage tanks.
d.
All fuel oil storage tanks or cylinders shall be buried or enclosed
in a protective building and shall not be less than five feet from
any mobile home exit.
e.
Storage tanks located in areas subject to traffic shall be protected
against physical damage.
713.1
Local regulations. The mobile home park areas shall be subject
to the rules and regulations of Uwchlan Township where provided.
713.2
Litter control. The mobile home park areas shall be kept free
of litter, rubbish, and other flammable materials.
713.3
Fire extinguishers. Portable fire extinguishers of a type approved
by the Township shall be kept in public service buildings and where
no hydrants are provided, and a number established by the Fire Protection
Authority shall be maintained throughout the park in readily accessible
and well-marked positions.
713.4
Fire hydrants. Fire hydrants shall be installed, if connected
to a public water supply source, in accordance with § 507
of this ordinance.
714.1
The person to whom a license for a mobile home park is issued
shall operate the park in compliance with this ordinance and shall
provide adequate supervision to maintain the park, its facilities,
and equipment in good repair and in a clean and sanitary condition.
714.2
The park management shall supervise the placement of each mobile
home on its mobile home lot, which includes supervising the securing
of its stability and installing all utility connections.
714.3
The park management shall give the appropriate inspecting officers
free access to all mobile home lots, service buildings, and other
community service facilities for the purpose of inspection.
714.4
As part of the application for a mobile home park permit under
the provisions of this ordinance, the mobile home park applicant shall
submit a copy of the proposed rules and regulations of the park, which
shall be incorporated into each mobile home park lease and shall provide
appropriate rules, regulations, and penalties to assure that the mobile
home park lessees and occupants shall maintain their respective mobile
homes and mobile home lots as to assure compliance within the park
with the terms of this ordinance and the other applicable ordinances
of the Township; provided, however, that nothing herein contained
shall be construed to relieve the mobile home park operator of the
responsibility for and liability for noncompliance with this ordinance.
715.1
Notice of violation. Whenever the Township Code Enforcement
Officer determines that there are reasonable grounds to believe that
there has been a violation of any provision of this ordinance, or
of any regulation adopted pursuant thereto, the Township shall give
notice of such alleged violation to the person to whom the permit
or certificate was issued, as hereinafter provided. Such notice shall:
a.
Be in writing.
b.
Include a statement of the reasons for its issuance.
c.
Allow a reasonable time for the performance of any act it requires.
d.
Be served upon the owner or his agent, as the case may require; provided,
however, that such notice or order shall be deemed to have been properly
serviced upon such owner or agent when a copy thereof has been served
by:
(1)
Certified mail; or
(2)
Personal delivery to the mobile home park officer by a Township
employee; or
(3)
Posting in the main entrance to the park; or
(4)
Any other method authorized for service of a summons in equity
under the Pennsylvania Rules of Civil Procedure; or
(5)
Publication in the legal section of the Daily Local News or
other newspaper of general circulation in the Township once a week
for two consecutive weeks.
e.
Contain an outline of the remedial action which, if taken, will effect
compliance with the provisions of this ordinance, or any part thereof,
and with the regulations adopted pursuant thereto.
f.
Failure to comply with these regulations or to undertake required
remedial action shall result in the suspension of the permit to operate
a mobile home park as provided under § 702.
715.2
Hearing. Any person aggrieved by any notice which has been issued
in connection with the enforcement of any provision of this ordinance,
or any regulation adopted pursuant thereto, may request and shall
be granted a hearing before the Uwchlan Township Board of Supervisors,
provided that such person shall file in the office of the Township
a written petition requesting such a hearing and setting forth a brief
statement of the grounds heretofore within 10 days after service of
said notice. The filing of a request for a hearing shall operate as
a stay of notice and suspension under § 715.1., unless the
Uwchlan Department of Building Safety inspector shall certify in writing
that he believes the failure to abate the violation forthwith will
result in an immediate threat to the public health and safety or the
health and safety of the persons residing within the park. Upon receipt
of such petition, the Board of Supervisors shall set the time and
place for such hearing and shall give the petitioner written notice
thereof and shall publish notice in the legal section of a newspaper
of general circulation stating the time, date, place and purpose of
such hearing, which said notice shall appear at least once not less
than seven days nor more than 30 days prior to said hearing. The hearing
shall be conducted and the adjudication issued thereunder, which shall
have the effect as set forth in the Local Agency Law Act of December
2, 1968, P.L. 1133, 53 P.S. § 11301 et seq.
715.3
Findings and order. After such hearing, the Uwchlan Township
Board of Supervisors shall make findings as to compliance with the
provisions of this ordinance and regulations issued thereunder and
shall issue an order in writing sustaining, modifying, or withdrawing
the notice, which shall be served as provided in § 715.1.d.
Upon failure to comply with any order sustaining or modifying a notice
within 30 days of such order or within such other time as may be stated
in the said order, the license of the mobile home park affected by
the order shall be revoked.
715.4
Record and appeal. The proceedings at such hearing, including
the findings and decision of the Board of Supervisors, together with
a copy of every notice and order related thereto, shall be entered
as a matter of public record in the office of Uwchlan Township, but
the transcript of the proceedings need not be transcribed unless judicial
relief from the decision is sought as provided in the Local Agency
Law. Any person aggrieved by the decision of the Board of Supervisors
shall have the right to appeal, as set forth in the Local Agency Law
of Pennsylvania.
716.1
Summary offense. Any person who violates any provisions of this
ordinance or violates any provisions of any plan approved or permit
issued hereunder shall be guilty of a summary offense and, upon conviction
before a District Justice, shall be required to pay a penalty to the
use of Uwchlan Township in an amount not more than $300, together
with costs of prosecution, and in default of such payment shall be
imprisoned in the Chester County prison for a term not exceeding five
days. Each day of each violation shall be deemed a separate offense
subject to like fine and penalty.
716.2
Revocation or suspension of permit. If any fine assessed under
§ 716.1 hereof shall remain unpaid for a term of 15 days
or for such further period as the Township may permit for cause shown,
then and in that event all permits and licenses shall forthwith be
suspended until such time as all fines, costs and fees have been satisfied.
Further, upon continued or repeated violation or violations within
any mobile home park, the right to the issuance of a permit or other
continued operation thereunder may be suspended for a fixed term or
permanently revoked by the Board of Supervisors. Any person aggrieved
by such action shall have the right of appeal as provided for in this
ordinance.
