From and after the effective date of this article, no utility shall
erect any utility line above ground in the area designated as the village
center in the Comprehensive Plan, or within 250 yards of such area.
From and after the effective date of this article, no utility shall
erect any overhead utility lines at a height above the ground in excess
of 45 feet.
