Pursuant to the provisions of the Borough Code (53 P.S. § 47708) the power to equip, operate and maintain recreation places is hereby vested in a Recreation Board.
The Recreation Board shall consist of five persons who shall be residents of the Borough of Coopersburg. Three members of the Recreation Board shall be appointed by the Council of the Borough of Coopersburg. The two other members of the Recreation Board shall be members of the School Board of the Southern Lehigh School District or its nominees; provided, however, that such members or nominees shall all be residents of the Borough of Coopersburg. The members of the Recreation Board shall serve for a term of five years or until their successors are appointed; except that the members first appointed shall be appointed for staggered terms so that not more than one member's term shall expire annually thereafter. Vacancies shall be filled for the unexpired term in the same manner as the original appointment.
Members of the Recreation Board shall serve without pay. The Recreation Board shall exercise its powers and duties in establishing standards, qualifications and salary schedules for employees, which shall be subject to the approval of the Borough Council for all classifications of recreation employees.
The Recreation Board shall elect, from its membership, annually, its own chairman and secretary and such other officers as may be deemed necessary.
The Recreation Board shall submit to the Borough Council an annual report which shall include an analysis of community recreation areas, facilities and leadership with particular reference to the extent or adequacy of the program and its effectiveness in view of the public expenditures involved and public needs.
