Whenever it shall be directed and required by the Council of the Borough of Coopersburg, it shall be the duty of the owner or owners of the lot or lots of ground respectively fronting on the streets and alleys of said Borough, and they are hereby enjoined and required to grade, pave and repair all sidewalks on said streets and alleys and to construct and repair curbs and gutters at the edge of said sidewalks, with such material and in such manner as hereinafter provided.
The Borough Secretary shall give each such property owner no less than 60 days' notice and opportunity to construct curb and sidewalk and make provision for such construction. In the event that the property owner shall neglect or fail to complete construction or arrange for the completion of the construction of curb and sidewalk, the Borough shall proceed with the same and place a lien for the respective costs thereof against the property affected as provided by law.

A. 
The Borough Secretary shall receive for the use of the Borough, from every owner of real estate before a permit is issued for curbing, sidewalks and/or gutters, a permit fee as established from time to time by resolution of Borough Council.
B. 
If a warrant of survey is required, additional fees, as established by resolution of Council will be established.
The width of new sidewalks must be a minimum of five feet.
The width of all sidewalk replacement must be the greater of five feet or the width of the existing sidewalk, except where the original sidewalk is less than five feet wide and Borough Council approves the installation of a sidewalk less than five feet in width.
All new sidewalk, curb, handicap ramps and driveway aprons (that portion of the driveway from the curb to the back or inside edge of the sidewalk) must be cement concrete and depressed curb must be used for all driveway aprons.
Planter strips must be provided where required by Borough Council.

All sidewalk blocks shall have a minimum area of 25 square feet and all sidewalk blocks greater than 100 square feet shall be reinforced with wire mesh.
All curb sections shall be 10 feet in length and expansion joints shall be placed at intervals of 30 feet.
All sidewalk, curb, handicap ramps and driveway aprons must be constructed in accordance with the attached details and must be approved by the Borough Engineer.
