The office of Township Manager for the Township
of East Allen is hereby created by the authority of the Second Class
Township Code, Section 66301 (53 P.S § 66301).
The Township Manager shall be appointed for
an indefinite term by a majority of all members of the East Allen
Township Board of Supervisors. The Township Manager shall serve at
the pleasure of the Board of Supervisors, and he/she may be removed
at any time by a majority vote of all members. At least 30 days before
such removal is to be effective, the Board of Supervisors shall furnish
the Township Manager with a written statement setting forth its intention
to remove him/her.
The Township Manager shall be chosen solely
on the basis of executive and administrative abilities, with special
reference to the duties of the office as herein outlined. The Township
Manager need not be a resident of the Township of East Allen or the
County of Northampton, but must reside within close proximity as to
be available to the Township for the performance of usual duties as
well as emergency duties.
Before entering upon his/her duties, the Township
Manager shall give bond, in such sum as is set by resolution by the
Board of Supervisors, with a bonding company as surety, to be posted
with and approved by the Board of Supervisors of East Allen Township,
conditioned upon the faithful performance of the duties as Township
Manager, with premium for said bond to be paid by the Township.
The salary, other privileges, benefits and emoluments
of the office of the Township Manager shall be established by a majority
vote of the East Allen Township Board of Supervisors from time to
time by resolution.
A.Â
The Township Manager shall be the chief administrative
officer of East Allen Township and shall be responsible to the Board
of Supervisors as a whole for the proper and efficient administration
of the affairs of East Allen Township placed in his/her charge. The
powers and duties for administration of all Township business shall
be vested in the Township Manager, unless expressly imposed or conferred
by statute or ordinance on the Board of Supervisors or other Township
officers.
B.Â
Subject to recall by a resolution of the Board of
Supervisors, the powers and duties of the Township Manager shall include
the following:
(1)Â
The Township Manager shall attend all meetings of
the Board of Supervisors and other meetings as may be requested by
the Board of Supervisors with a right to take part in the discussions
of the Board and provide recommendations on actions by the Board.
(2)Â
The Township Manager shall assist citizens by informing
them of Township rules and laws, explaining those rules and laws,
explaining procedures, hearing complaints and either resolving them
or referring them to the responsible official.
(3)Â
The Township Manager shall, in conjunction with the
Township Secretary/Treasurer, prepare and submit the annual budget
for all funds in accordance with the policies of the Township for
approval by the Board of Supervisors, together with supporting documentation
as may be requested by the Board of Supervisors. In preparing the
budget, the Township Manager and the Secretary/Treasurer shall work
with all departments, boards or other agencies to gather all estimated
revenues and expenditures and supporting data.

The Township Manager shall, with prior approval of
the Board of Supervisors, hire, and when necessary for the good of
the Township, suspend or terminate employees of the Township under
their supervision, pursuant to the policies adopted by the Board of
Supervisors and in accordance to applicable laws. Recommendation to
hire shall be done within the confines of the Township budget and
shall be made at the next available Board of Supervisors meeting after
interviews have been held. All other actions taken under this section
shall be reported to the Board of Supervisors at the next regular
meeting thereafter.

The Township Manager shall be responsible for the
maintenance of payroll and benefit records in conjunction with the
Township Secretary/Treasurer for all Township employees. The Township
Manager shall be the Human Resources Officer of the Township acting
on behalf of the Board of Supervisors.
(6)Â
The Township Manager shall be responsible for the
annual review and evaluation of all Township employees and/or final
approval of reviews and evaluations delegated to others in supervisory
positions. The Township Manager shall be responsible for the review
and evaluation of department heads and report findings to the Board
of Supervisors for their information.
(7)Â
The Township Manager shall periodically review existing
job classifications and salary ranges of all employees and present
recommendations for additions, changes or modifications to the Board.
The Township Manager shall also periodically review the Employee Manual
and suggest and present recommendations for additions, changes or
modifications to the Board of Supervisors.
(8)Â
The Township Manager shall keep the Board of Supervisors
informed of the conduct and condition of Township affairs in a timely
manner.
(9)Â
The Township Manager shall make recommendations to
the Board of Supervisors on operations, policies, resolutions, ordinances,
proclamations and other matters for the good of the Township.
(10)Â
The Township Manager shall serve as the purchasing
officer of the Township and purchase, in accordance with the provisions
of the Second Class Township Code, as amended, and within the confines
of the Township budget, all supplies and equipment for all agencies,
boards, departments and other offices of the Township. The Township
Manager shall keep an account of all purchases and shall, from time
to time or when directed by the Board of Supervisors, make a full
written report thereof. He/she shall issue rules and regulations,
subject to the approval of the Board of Supervisors, governing the
procurement of all municipal supplies and equipment.

Complaints regarding services of personnel of the
Township shall be referred to the Township Manager. The Township Manager,
or his/her designated agent, shall investigate and handle the complaints
within the Township Manager's powers and a report shall be given to
the Board of Supervisors.
(12)Â
The Township Manager shall draft and present policies,
guidelines and regulations on operations and service to the Board
of Supervisors of the Township for their approval prior to implementation,
advertisement and adoption.
(13)Â
The Township Manager shall be responsible for, within
his/her capabilities, the drafting of resolutions and ordinances as
requested by the Board of Supervisors.
(14)Â
The Township Manager shall work with the county, state
and federal government on projects and obtaining financing and grants.
The Township Manager shall be responsible for applying for, monitoring
and managing the operation of any grants in conjunction with the Township
Secretary/Treasurer. The Township Manager also acts as a liaison with
all levels of government and like associations.

The Township Manager shall see that the provisions
of all franchises, leases, permits and privileges granted by the Township
are observed.
(16)Â
The Township Manager shall negotiate contracts for
the Township, subject to the Board of Supervisors' approval.
(17)Â
The Township Manager shall, from time to time, act
as the liaison for the Board of Supervisors to all other boards within
the Township, as well as other entities associated with the Township,
as the Board of Supervisors may delegate.
(18)Â
The Township Manager shall work with the Township Engineer and/or
Township Solicitor on Township matters as the need arises. This shall
include meeting with Township residents or developers of property
within the Township and their representatives when the Township Manager
deems appropriate. However, upon filing of an application with the
Township by any entity of either a land development plan, subdivision
plan, zoning application or petition for rezoning, and such matter
is placed on an agenda for a Board's review and action, the Township
Manager shall no longer engage in meetings directly with the applicant/developer
and/or their representatives without the consent of the Board of Supervisors.

The Township Manager shall receive a copy of all Township
incoming correspondence and information, including all blueprints
and plans which are submitted to the Township.
(20)Â
The Township Manager shall be responsible for the
completion of the agenda in conjunction with the Township Secretary/Treasurer
for all meetings and to provide advice and information.
(21)Â
The Township Manager shall conduct research on other
municipal programs, ordinances, fee structures, etc., for use by the
Board of Supervisors in making decisions.
(22)Â
The Township Manager shall monitor all insurance coverage
in conjunction with the Township Secretary/Treasurer for renewal,
coverage, rates, etc.
(23)Â
The Township Manager shall oversee the Township computer
network system and all its records, including but not limited to the
Township website, codes program, GIS, Prism accounting program, e-mail
and all other computer information within the Township system.
(24)Â
The Township Manager may employ, by and with the approval
of the Board of Supervisors, experts and consultants to perform work
and render advice in connection with any function or project of the
Township.
(25)Â
The Township Manager shall perform other duties as
assigned by the Board of Supervisors. The Board of Supervisors reserves
the right to amend the duties of the Township Manager, from time to
time, by resolution.
In the event that the Township Manager shall
be absent from the Township or incapacitated from performing the duties
of the position, the Board of Supervisors shall duly appoint such
person who shall perform these duties as Township Manager during his/her
absence or incapacity. Such person shall perform these duties only
for the period designated and approved by the Board of Supervisors.
The Board of Supervisors is hereby authorized
to delegate in writing to the Township Manager, subject to recall
by written notification at any time in accordance with Section 1301
of the Second Class Township Code, 53 P.S. § 66301, any
of the Township Manager's nonlegislative and nonjudicial powers and
duties.
The Township Manager shall have no personal
interest, direct or indirect, in any contracts with the Township.
