A. 
It is enacted by the Mayor and Council of the Borough of Westmont and it is hereby enacted by authority of the same that willful driving or parking upon the grass plots established and maintained adjacent to the public streets, avenues and highways of said Borough between the sidewalks and paved roads is hereby prohibited.
B. 
In the event that residents have no other parking on their property they may apply to the Borough Council for a special exception. In the event a resident chooses to apply for a special exception they must file a petition for such exception to be heard by the Borough Council and pay a fee of $300 plus all additional costs of advertising required for a public hearing before the Borough Council.
If any person shall willfully drive or park upon said grass plots, such person shall, upon conviction of such offense, pay a fine of not more than $600 and costs for each and every such offense, and each day is a continuing separate violation subject to the aforesaid fine and costs, and in default of payment of such fine and costs, be imprisoned in the county jail for a term not exceeding 30 days.
