Pursuant to § 51.42, Wis. Stats.,
there is established a Community Mental Health, Developmental Disabilities,
Alcoholism and Drug Abuse Board for Grant County, in combination with
Iowa County. The name of such joint Board shall be the "Unified Board
of Grant and Iowa Counties."
The program hereby created shall identify, develop,
provide, or cause to be provided such services as are necessary for
the prevention or amelioration of mental disabilities, including but
not limited to mental illness, developmental disabilities, alcoholism
and drug abuse. It shall facilitate the use of community resources
to the fullest extent through management, control and fiscal responsibility.
There shall be appointed a governing and policy-making
Board of Directors composed of 11 members. Such Board shall have charge
of the operation and administration of the program.
A.
Members of the Board shall be appointed by the Chairmen
of the County Boards of Supervisors. Appointments shall be subject
to confirmation by each respective Board of Supervisors. Not more
than three members shall be members of the County Board of Supervisors
of any combining county. There shall be representation of the interests
of the mentally ill, the developmentally disabled, the alcoholic and
drug abusers by persons of recognized ability and demonstrated interest
in these conditions.[1]
B.
Seven representatives will be appointed from Grant
County and four from Iowa County by the respective County Board Chairman.
C.
The term of office of each member of the Board of
Directors from the two counties, appointed pursuant to this article,
shall be for three years, except that of the members first appointed
by Grant County, two shall be appointed for a term of one year, two
for a term of two years, and three for a term of three years, and
of the members appointed by Iowa County, one shall be for a term of
one year, one shall be for a term of two years, and two for a term
of three years. Vacancies for unexpired terms shall be filled in the
same manner as original appointments. Any Director appointed hereunder
may be removed by the appointing authority in accordance with the
procedure and authority set forth in the statutes.
D.
Directors appointed hereunder shall be compensated
for their services and travel expenses at a rate subject to approval
of the County Boards.
E.
Subject to the provisions of § 51.42, Wis.
Stats., and any amendments thereof, the Board of Directors shall have
the powers and duties set forth therein and shall specifically:[2]
The County Board of Supervisors of Grant and
Iowa Counties, pursuant to § 51.437(4g)(b), Wis. Stats.,
recreated by Chapter 90, Laws of 1973, do ordain that the Community
Mental Health, Developmental Disabilities, Alcoholism and Drug Abuse
Board established under § 51.42, Wis. Stats., is hereby
designated as the Developmental Disabilities Board with all the powers,
duties and responsibilities specified under § 51.437, Wis.
Stats.
A.
The program shall be financed by such funds as may
be available through public and private sources, and the Board is
authorized to accept private donations and to request and receive
state and federal grants-in-aid in addition to County funds.
B.
The Board of Directors shall plan its financial operations
on a calendar-year basis, and each year it shall submit its proposed
budget for the next calendar year to the County Board of Supervisors
prior to October.
C.
The expenses incurred in the operation of the program
shall be paid by the § 51.42, Wis. Stats., program and charged
against appropriations and other funds credited to the program. Said
program shall receive, deposit and credit to the separate account
of said program all funds paid over for said program's operations
by any source.
The Board of Directors shall make an annual
report to the County Boards of Supervisors, and it shall make or cause
to be made such reports as may be required by pertinent statutes.
The existence or establishment of a program
in combination with any other county or counties shall necessitate
the execution of a written contractual agreement binding each county
to perform its several and mutual obligations as set forth in this
article.
This article shall take effect upon passage,
approval and publication as required by law by the County Boards of
Grant and Iowa, with an implementation date of January 1, 1975.

The current Center on Aging office shall assume
responsibility for management of the County’s Aging and Disability
Resource Center, combining the two entities creating the Aging and
Disability Resource Center of Southwest Wisconsin – South -
Grant County and a new governing board.
Purpose: provide the general public, but particularly
adults who are elderly, developmentally or physically disabled or
with mental health or substance use disorders with information, referral,
and assistance to a wide range of community resources; help inform
and educate people about their options; assist in connecting them
to programs, services and public benefits; and provide intake, eligibility
determination and enrollment into long-term managed care in Grant
County.
The members of the Aging and Disability Resource
Committee shall be appointed by the Chairman of the County Board,
subject to confirmation by the County Board.
The Aging and Disability Resource Committee shall consist of
11 members. At least 1/4 of the members of the Aging and Disability
Resource Committee shall be individuals who belong to a client group
served by the resource center or their family members, guardians,
or other advocates. The proportion of these Board members, who belong
to each client group, or their family members, guardians, or advocates,
shall be the same, respectively, as the proportion of individuals
in this state who receive services under Wisconsin Statute §§ 46.2805
to 46.2895 and belong to each client group. No individual shall be
allowed to serve on the Aging and Disability Resource Committee who
has a financial interest in or serves on the governing board of a
care management organization or an organization that administers a
program described under § 46.2085(1)(a) or (b) or a managed
care program under § 49.45 of the Wisconsin Statutes for
individuals who are eligible to receive supplemental security income
under 42 U.S.C. §§ 1381 to 1383(c) which serves any
geographical area also served by a resource center, and the individual’s
family members may not serve as members of the Aging and Disability
Resource Committee. At least 1/2 of the members of the Aging and Disability
Resource Committee shall be elderly citizens 60 years of age or older.
One fourth of the members of the Aging and Disability Resource Committee
shall be County Board members. (Three client group members, five elderly
citizen members and three county board members.)
County Board members who are appointed to serve
on the Aging and Disability Resource Committee shall serve a term
of two years on said Committee. However, in no event shall any County
Board member be allowed to serve more than three consecutive terms
on the Aging and Disability Resource Committee for Grant County. Non-County
board members appointed to serve on the Aging and Disability Resource
Committee shall serve a term of three years, but no member shall be
allowed to serve more than two consecutive terms on the Aging and
Disability Resource Committee.
Delegates to the Regional Aging and Disability
Resource Center of Southwest Wisconsin-South Governance Committee
shall be appointed by the Chairman of the Grant County Board of Supervisors,
subject to confirmation by the Grant County Board. Delegates shall
include one County Board Supervisor and two consumer representatives.
A.
Powers and
responsibilities: The Aging and Disability Resource of Southwest Wisconsin
– South – Grant County Committee shall be charged with
complying with all of the requirements and duties set forth in Wisconsin
Statute § 46.283(6)(b).
B.
The Aging
and Disability Resource Center of Southwest Wisconsin – South
– Grant County shall be charged with complying with all of the
requirements and duties set forth in Wisconsin Statute § 46.283(4)
and Wisconsin Statute § 46.82(3), as well as all federal
statutes that apply to Centers on Aging.
