The attached document[1] is adopted as and for Grant County's plan for the installation of an enhanced 911 emergency number service system.

The Grant County Board Chairman is hereby authorized to enter into a contract with service suppliers to have an enhanced 911 emergency number service system installed for Grant County if the contract meets the approval of the Grant County Law Enforcement Committee and the Corporation Counsel.
An ordinance seeking approval for the County to levy a charge on all telephone service users in Grant County to finance the costs of the system will be submitted to the County Board at a later date.[1]

A monthly charge shall be levied on all telephone service users who will have access to the Grant County enhanced 911 system to pay for the recurring and nonrecurring charges incurred in connection with the installation and operation of the enhanced 911 telephone service. Said monthly charges shall be billed to service telephone users having access to the Grant County enhanced 911 system in the monthly telephone bills sent by Farmers Telephone Company, Cuba City Telephone Company, Dickeyville Telephone Corporation, Grantland Telecom, GTE-North Inc., PTI Communications, Inc., Richland-Grant Telephone Cooperative, Inc., and TDS Telecom, Inc., to said telephone service users in Grant County (and service users located outside of Grant County who have access to the Grant County enhanced 911 service system, subject to the approval of the Wisconsin Public Service Commission). Every service user billed for said enhanced 911 charge shall be liable for payment of said charge.

The monthly charge to be billed to service users of Grant County (and service users located outside of Grant County who have access to the Grant County enhanced 911 service system, subject to the approval of the Wisconsin Public Service Commission) for an enhanced 911 system shall be calculated by dividing the costs related to establishing the enhanced 911 system in Grant County by the total number of exchange access lines, or their equivalents, which are in the County and which are capable of accessing that system. Said monthly charge for recurring and nonrecurring costs of the enhanced 911 system shall not exceed the limitations contained in § 146.70, Wis. Stats.
In no event shall any service user be charged for the costs of the enhanced 911 system until said system is operational.
Any service user outside Grant County boundary lines who will have access to the Grant County enhanced 911 system shall also be billed for the recurring and nonrecurring charges incurred for the Grant County enhanced 911 telephone service system in the same manner and subject to the same limitations set forth above for service users located in Grant County, subject to the approval of the Wisconsin Public Service Commission. If the Wisconsin Public Service Commission does not approve the charging of service users outside Grant County boundary lines who will have access to the enhanced 911 system, said service users outside Grant County will not be charged.
As used in this article, the following terms shall have the meanings indicated:
NONRECURRING CHARGES
Refers to the costs of providing the trunking and central office equipment used only to operate an enhanced 911 telephone system established in Grant County and the database used only to operate the enhanced 911 system.
RECURRING CHARGES
The costs of services related to the continuing maintenance and operation of the enhanced 911 system established in Grant County.
SERVICE USER
Any person who is provided telephone service by one of the above telecommunications utility companies and which service includes access to the enhanced 911 telephone service system.
