GENERAL REFERENCES

Licenses and permits — See Ch. 141.
No person shall operate a kennel or pet shop anywhere in the Village without first securing a license therefor as hereinafter provided.
As used in this chapter, unless the context otherwise requires, the terms "kennels" and "pet shops" shall be construed to include any establishment for the raising, training, boarding or selling of dogs, cats, birds, mice, rats or other small domestic animals for hire or profit, or where more than three dogs or cats are harbored or kept. Notwithstanding the foregoing, the owner of a female dog or cat shall not be required to secure a license for keeping upon his premises the litter of such dog or cat for a period not to exceed six months.
A. 
Applications shall be filed with the Village Clerk together with a fee in the sum of $25.
B. 
Each applicant shall furnish the following information in writing:
(1) 
Full name and address.
(2) 
Address and description of premises where kennel or pet shop is to be operated.
(3) 
Maximum number and type of animals expected to be housed or kept on premises at any one time.
(4) 
Any additional information that the Licensing Officer may require.
A. 
All applications shall be referred to the Public Building Inspector or the Building Inspector for an inspection of the premises and report.
B. 
A report in writing shall be made to the Licensing Officer within seven days thereafter, either recommending approval, disapproval or approval subject to such conditions as necessary or appropriate to safeguard public health, safety and welfare.
A. 
The Licensing Officer shall issue a license to any applicant whose application has been approved. In the event of disapproval or withdrawal of the application, a refund of $10 shall be paid to the applicant.
B. 
The term of the license shall be one year except that the original license shall expire on the 31st day of May next following.
C. 
Licenses nay be renewed during the month of May of each year by payment of the annual fee of $25.
Every place used as kennel or pet shop shall be kept in a clean and sanitary condition, and no refuse or waste material shall be allowed to remain thereon for more than 24 hours. All animals shall be humanely treated; and any animal having any disease shall be properly isolated and treated.
Any person to whom a license has been issued hereunder shall comply with all provisions of this Code, and rules and regulations of this Village, and of all laws, rules and regulations of the county and state.
The Licensing Officer shall have the authority to revoke or suspend any license for cause upon investigation and report of the Public Building Inspector or Building Inspector and as provided by law.[1]

A. 
Any violation of any provision of this chapter shall be punishable as provided by § 1-10 of Chapter 1 entitled "General Provisions" of this Code.
B. 
In addition to the foregoing, the court may also suspend or revoke any license of any person convicted of any provision of this chapter.
