GENERAL REFERENCES
Traffic and parking — See Ch. 240.
As used in this chapter, the following terms shall have the meanings indicated:
PARKING LOT
A. 
Means and includes any private property used or maintained for the outdoor parking of three or more automobiles and/or other motor vehicles and trailers where such parking is not in conjunction with any other principal use of such property.
B. 
The temporary parking of motor vehicles on private property during a snow emergency or similar emergency shall not be construed to fall within this definition.

No person shall operate a parking lot without having first obtained a license therefor from the Licensing Officer.
B. 
Applications in writing for such licenses shall be filed with the Village Clerk and shall contain all necessary information to insure compliance with the provisions of this chapter, including a description of the location, size, number of automobiles, other motor vehicles and/or trailers to be accommodated, and a statement of any services other than parking, or any other business or businesses to be conducted on the same premises.
C. 
The annual fee for such license shall be $25. All licenses shall expire on May 31. The fee for any license issued on or after December 1 of each year shall be 1/2 of the annual fee.
The surface of a parking lot shall be covered with concrete, asphalt, macadam or similar paving; and such parking lot shall be kept clean and free from dust and refuse at all times.
A. 
Where the parking lot is situated adjacent to premises used for residential purposes, an opaque fence at least six feet in height shall be erected and maintained by the parking lot owner or operator along the property line adjacent to said residential premises.
B. 
No motor vehicle shall be parked or allowed to be parked closer than six feet to said property line.
Where the parking lot is situated adjacent to premises used for residential purposes, no parking shall be permitted between 12:00 midnight and 7:00 a.m.
Any violation of any provision of this chapter shall be punishable as provided by § 1-10 of Chapter 1 entitled "General Provisions" of this Code.
