No person shall maintain, conduct, hold or operate race, races or racing within the Village of any kind in or on any private or public place, or exhibitions by any form of race, races or racing, without first obtaining a license therefor, upon application filed with the Village Clerk in the manner and form prescribed therein and approved by the Licensing Officer for such exhibit or exhibition, race, races or racing.
A. 
Any license fee approved and issued by the Licensing Officer shall not become effective until the annual fee in the sum of $1,000 is paid to the Village Clerk.
B. 
Such license shall expire on May 31, next succeeding the date of issuance and an application for renewal shall be submitted to the Licensing Officer at least 30 days prior to its expiration date.
C. 
The Licensing Officer shall have the authority to suspend or revoke any license issued under the provisions of this chapter at any time for violation of any of the provisions of the Municipal Code or other provisions of law or for cause.
D. 
The Licensing Officer shall have the authority to deny any application or to issue a license subject to such terms and conditions as he or she deems necessary or proper to protect and safeguard the public health, safety and welfare.
Any violation of any provision of this chapter shall be punishable as provided by § 1-10 of Chapter 1 entitled "General Provisions" of this Code.
