No person shall erect or maintain over any sidewalk or over the exterior line of any street, avenue, lane, alley or public place in the Village any sign for displaying the name or trademark of any person, firm or corporation for advertising purposes or otherwise giving notice of any business or occupation.
A. 
No signs in the Village shall be placed or erected, nor shall any sign be annexed to or supported by any tree, pole or other fixture located or embedded within the area between the curb or pavement line, and the sidewalk; or within, or upon any portion of the sidewalk.
B. 
No sign shall be less than eight feet from property line at sidewalk nor less than eight feet above ground level.
C. 
All portable signs must have a permit. It shall be the responsibility of the sign rental company to obtain the permit of rental type signs.
D. 
Any portable sign must meet the approval of the Enforcement Officer. No sign shall be placed so as to create a hazard. Any freestanding or any A-type sign over 12 square feet shall be considered a portable sign.
No sign, banner or material shall be suspended across a street without written permit from the Mayor.
A. 
Information to be furnished.
(1) 
Before any permit for any sign shall be granted, the person desiring to erect or maintain the sign or signs, shall file with the Village Board a written application therefor signed by the applicant and stating in detail the kind and character of sign proposed to be erected or maintained, the actual area in square feet of the exterior surface of said sign, and such application shall also state the place where and the manner in which it is proposed to erect such sign or signs. The application shall be signed by the person, firm or corporation erecting the sign, and also the person, firm or corporation occupying as tenant or otherwise, the premises where the sign is to be erected or maintained and whose business is to be advertised by the sign and agreeing to save the Village harmless from all claims for damages arising in connection with such sign.
(2) 
No sign shall exceed 24 square feet. A sign painted on any building, or attached flush on the building does not apply to this chapter. No flashing lights that hinder traffic or are a nuisance shall be permitted. The inspection officer together with the Village Board shall have the power to declare a sign unsuitable to be erected in the Village because of design, appearance or location.
B. 
Bond. A bond in the amount of $10,000 approved as to form and sufficiency of sureties by the Village attorney, shall be given indemnifying the Village against all loss, damage, or expense in any way.
C. 
Issuance of permit. Upon the approval of the Board of Trustees of such application and of the place and manner of erecting the sign therein mentioned and upon payment of the fee prescribed by this section, a permit for the sign applied for shall be issued.
D. 
Uniformity of signs. The Board of Trustees may from time to time establish uniform plans for the erection, maintenance and continuance of such signs and may in carrying out the same revoke or suspend the permit or permits provided for herein.
This article, however, shall not apply to any religious, charitable or educational institution, nor to the designation of any railroad or bus transportation facilities, nor to any necessary or proper governmental or municipal service; permits for such may be issued at the discretion of the Board of Trustees without cost.
Permits for portable signs issued pursuant to this chapter shall expire on the 31st day of December next after their issuance.
No person shall erect or cause to be erected or maintained any public billboards in the Village. All preexisting billboards must be kept in proper condition. No preexisting billboard may be altered, added to or reconstructed.
Any permit issued hereunder may be revoked by the Village Board of Trustees for cause after reasonable notice to the permit holder and a hearing before such board at a time specified in such notice.
