The provisions of this article shall apply only upon written request of either the owner or the person in general charge of the operation and control of such parking area, or the Fire Chief of the Village Fire Department.
Notwithstanding the provisions of § 1643 of the Vehicle and Traffic Law to the contrary, a fifteen-mile-per-hour speed limit is hereby established.
The hereafter enumerated separate roadways are designated for one way traffic and traffic shall proceed only in the direction designated.
Parking, standing and stopping restrictions as hereafter enumerated shall apply at the locations specified. Wherever no restrictions are enumerated no special restrictions apply except as otherwise provided in this chapter or designated by the Chief of Police pursuant to § 240-3 hereof.

A "No Parking Here to Corner" sign will be placed on the west side of Elmwood Avenue, 20 feet from Broadway Street.

The following enumerated entrances and intersections are hereby designated as either a stop or yield intersection.
The hereafter enumerated areas are designated as safety zones in the parking area.
The hereafter enumerated locations are hereby designated as pedestrian crossings.

The following intersections are hereby designated as no left turn intersections and no left turn signs will be erected on the street entrances of the second-mentioned streets with the first-mentioned streets as follows:
Transit Road with Gould Avenue from the east and west.
Under the direction of the Chief of Police the enumerated shopping centers may install and maintain traffic control devices as is deemed necessary to regulate, warn or guide traffic under the Vehicle and Traffic Law subject to the provisions of § 1640-a with the owner of such shopping center paying the cost of such designation.
In addition to the powers granted in this chapter the Chief of Police may adopt such additional rules and regulations with respect to traffic and parking in the area as local conditions may require for the safety and convenience of the public or users, of the parking area.
