A.
An owner or developer shall be required to submit a rough sketch application to the Village Engineer on forms provided by the Planning Board at least 14 days prior to a regular meeting. The developer shall also submit with the application six copies of the sketch plan with his application and appropriate filing fee.
B.
Within a reasonable time after submitting a rough sketch plan, the Planning Board shall determine whether the plan is a minor or major subdivision. If a major subdivision or planned unit development, the Planning Board shall determine the amounts required to be deposited by the developer pursuant to Chapter 143, Fees, which amount shall be paid by the developer or owner before further consideration shall be given to the project.
C.
If a minor subdivision has been approved with up to four lots, and an applicant files an application for a fifth lot or more lots to be subdivided from the parent parcel within 10 years of the original approval, the application for the fifth subdivided lot (and any additional lots) shall be subject to the requirements for major subdivisions.
