There is hereby created a Board to be known as the "Central New Jersey Transportation Board."
The Board shall consist of two members from each municipality which elects to adopt an ordinance similar to this article. The members so delegated from the Township of Marlboro shall be appointed by the Mayor and shall be residents of the Township of Marlboro and, once appointed, shall serve without compensation. The members shall be appointed for a term of three years. Any vacancy on the Board occurring during the term of office shall be filled by appointment by the Mayor to the unexpired term in the same manner as the original appointment. There shall be no prohibition against any member of the governing body or a member of any other Board of the appointing municipality serving as the member of the Board.
The members of the Board from the Township of Marlboro shall coordinate their activities with and shall be subject to direction of the Township Council of the Township of Marlboro.
The Board shall have general power for the improvement of surface transportation for residents of the Township of Marlboro and for the region and shall be empowered to conduct research, make studies, appear at meetings, advocate and promote the improvement of transportation.
The Board shall have no authority or power to borrow any money, either permanent or temporary. The Township of Marlboro may withdraw from the Board by the adoption of a resolution recalling its members.
