As used in this chapter, the following terms shall have the meanings indicated:
BOAT
Any type of boat or aircraft or any type of vessel propelled in any manner upon water, other than by hand, including but not limited to propulsion by gasoline, steam or sail.
No boats shall be operated within 200 feet of the shoreline of any water or waterways situated within the Town of Stanford at a greater rate of speed than five miles per hour, nor beyond a distance of 200 feet and up to a distance of 1,500 feet from the shoreline at a greater rate of speed than 15 miles per hour.
Every boat or aircraft propelled by gasoline, sail, steam or any other motor power, operated or driven upon any waters or waterways in said Town within 1,500 feet of the shoreline shall be provided and equipped with a sound muffler and an underwater exhaust discharge at least four inches under the water at all times when said mechanism is in operation, or the sound of the exhaust from the motor shall otherwise be effectively muffled.
Every person operating a boat or aircraft propelled by gasoline, steam, sail or any other motor power upon any waters or waterways in said Town within 1,500 feet of the shoreline shall at all times operate the same in a careful and prudent manner and in such manner and at such rate of speed as not to endanger the property of another or the life or limb of any person.
No boat or aircraft propelled by gasoline, steam, sail or any other motor power within 1,500 feet of the shoreline upon any waters or waterways in said Town shall be operated in a reckless manner. "Reckless operation" shall include but not be limited to operating such boat in a manner which unnecessarily interferes with the free and proper use of the said waters or waterways in said Town or unnecessarily endangers other craft thereon or the life or limb of any person.
All boats, as defined in this chapter and otherwise, shall, while being operated during the hours between sunset and sunrise, carry lights on the bow and stern so as to be clearly visible both fore and aft to other boats.
No person shall hereafter operate a boat, as defined by this chapter, upon the waters or waterways in the Town of Stanford until said boat has been duly registered with the Town Clerk of the Town of Stanford. Such registration shall continue until a change of ownership of said boat, at which time said boat shall be reregistered by the new owner thereof with the said Town Clerk. The fee for such registration or reregistration to be charged by the said Town Clerk shall be the sum of $1. At the time of registration, each said boat shall be assigned a number by the said Town Clerk, which shall be fixed on both sides of the hull of the boat at the bow not more than three feet above the waterline, said number or numbers to be painted and at all times to be clearly visible and at least three inches in height.

Any person committing an offense against the provisions of this chapter shall be guilty of a violation under the Penal Law and, upon conviction thereof, shall be punishable by a fine of not more than $250 or by imprisonment for not more than 15 days, or both.
