This article shall be known as the "Dog Control Law."
This article shall apply within the territorial boundaries of
the Town of Stockport, Columbia County, New York.
It shall hereafter be unlawful for any person to permit any
dog owned or harbored by him to run at large in the Town of Stockport,
muzzled or unmuzzled, without any adequate restraining, collar and
leash. This provision shall not apply to the premises of said owner
or of any person who has given permission for said dog to run at large
and unrestrained, as long as said dog is confined to such premises.
It shall hereafter be unlawful for any person in the Town of
Stockport who is the owner of or who is harboring a dog or dogs to
allow said dog or dogs to engage in such loud and excessive howling
or barking as would reasonably annoy and disturb persons other than
the owner of said dog or dogs or that person harboring said dog or
dogs.
It shall hereafter be unlawful for any person in the Town of
Stockport who is the owner of or who is harboring a dog or dogs to
allow said dog or dogs to cause damage or destruction to property
or to commit a nuisance upon premises of another person, to harass
another person by molesting or to cause another reasonable apprehension
of bodily harm or injury, which includes but is not limited to interference
by chasing, or otherwise, vehicular traffic on either public or private
roadways.

The Dog Control Officer of the Town of Stockport, New York,
as designated according to the provisions of § 114 of the
Agriculture and Markets Law of the State of New York, may enforce
the provisions of this article.

In addition to any redemption fees and fees for caring and feeding
as determined by the Dog Control Officer of the Town of Stockport,
any person who violates this article or knowingly permits a violation
of this article shall be deemed to have committed an offense and,
if convicted of the same, shall be subject to a fine of not more than
$25, except that where the person was found to have violated this
article within the preceding five years, the fine may not be more
that $50, and where the person was found to have committed two or
more such violations within the preceding five years, shall be subject
to a fine of not more that $100 or imprisonment for not more than
15 days, or both.
The Town Board may make any rules or regulations necessary to
effectively administer this article.
