This chapter shall be known and shall be cited as the "Building Numbering Law of the Village of Waterloo."
The purpose and intent of this chapter is to protect and to promote the health, safety and welfare of the inhabitants of the Village of Waterloo by requiring that each structure fronting on any public or private street in the Village of Waterloo have displayed in the front thereof the building number assigned to said structure by the Village Clerk-Treasurer in order to enable the providers of public and private emergency, mail, delivery and other services and the general public to locate and to identify such structure in cases of emergency and otherwise.
This chapter shall apply to all residential, commercial and industrial structures heretofore or hereafter erected within the Village of Waterloo and fronting on any public or private street.
A. 
A building number shall be assigned by the Village Clerk-Treasurer of the Village of Waterloo. The owner of an existing structure to which a building number has not been assigned shall, within 30 days after the effective date of this chapter, make application to the Village Clerk-Treasurer requesting the assignment of a building number to such structure.
B. 
On and after the effective date of this chapter, all building permit applications for the erection of structures requiring building numbers shall be accompanied by an application for the assignment of a building number.
A. 
The owner of each structure to which a building number has been assigned shall, within 30 days after the assignment thereof, cause said number to be permanently and conspicuously displayed in the front of such structure in accordance with the specifications of this chapter.
B. 
A building number shall be:
(1) 
In Arabic numerals;
(2) 
Of such a size, at least four inches in height, with a minimum stroke width of 0.5 inch, and of contrasting color so as to be readily readable from the street on which the structure fronts; and

(3) 
Affixed to the front of the structure or affixed to a post, rod, mailbox or other fixture and located in such a manner that the view of said number is unobstructed from the street upon which the structure fronts.
Apartments located within a structure to which this chapter applies shall be numbered by the owner of said structure, and the apartment number shall be displayed in such a manner that the entrance to each apartment is readily ascertainable.

Any person violating any provision of this chapter shall be punished as provided in Chapter 1, General Provisions, § 1-6.
